7 13 20 City Council Proceedings Official_SpecialCITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 6:30 p.m. on July 13, 2020. Due to the COVID-19 pandemic and mandates for social distancing, this meeting was conducted virtually and aired live on CityChannel Dubuque (Mediacom cable channels 8 and 117.2), streamed live on the city’s website at www.cityofdubuque.org/media, and streamed live on the City’s Facebook page at www.facebook.com/cityofdubuque. Present: Mayor Buol; Council Members Cavanagh, Jones, Resnick, Roussell, Sprank; City Manager Van Milligen, City Attorney Brumwell Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of conducting a work session on Sustainable Dubuque. WORK SESSION SUSTAINABLE DUBUQUE Sustainable Communities Coordinator Gina Bell and consultant Ted Redmond with Pale Blue Dot presented the City Council with an update on Sustainable Dubuque and the 50% by 2030 Community Climate Action and Resiliency Plan. Topics included: • History and purpose of Sustainable Dubuque and the Climate and Resiliency Plan , • Three phases of engagement, • Four, in-person workshops co-hosted with community partners, • Virtual listening sessions and one-on-one interviews with community leaders, • Dubuque Climate Action Survey categories and results: o Climate change, o Climate vulnerability and assessment, o Climate Risk, o Adaptation, o Greenhouse Gas (GHG) emissions and sources, o Mitigation, o Social cost of carbon. • The difference between the terms weather and climate , • Projected climate change impacts: looking back & looking forward , • Dubuque’s climate road ahead: where is summer going? o Southward temperature trend of Dubuque’s climate 2020 to 2100, o Dubuque climate change vulnerabilities: climate risks to population, infrastructure, and institutions, o Estimated economic risk of climate change to Dubuque by 2100, o Estimated localized “social cost of carbon,” o Anticipated climate migrant population, o New jobs and business development opportunities, • Climate Action Plan Vision and GHF Reduction Goal o Going toward net carbon neutral? o Climate Action Plan as a living document; strategies and actions , o Breakdown of sector emission reductions, o Kick-Start Actions – City Council, o Climate actions, implementation, and recommendations. The presenters responded to questions from the City Council following the presentation. Mayor Buol suggested that Ms. Bell include a condensed version of this presentation on the 2021 Growing Sustainable Communities Conference.
