Rescinding Resolution 92-01 Which Approved the Wage Plan and
Compensation Package for Non-Bargaining Unit Employees
City Council approved Resolution 92-01 on March 6, 2001, which established the wage
and compensation package for non-bargaining unit employees for Fiscal Years 2002,
2003 and 2004. A recommendation is before the City Council that there be no wage
increase for non-bargaining employees in Fiscal Year 2004 to save the city $551,100 to
help deal with the $2,085,898 budget shortfall.
Personnel Manager Randy Peck recommends City Council approval to rescind that
portion of Resolution 92-01 that applies to the Fiscal Year 2004 wage plan and
compensation package for non-bargaining unit employees, prior to it taking affect on
July 1, 2003.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Rescinding Resolution 92-01 Which Approved the Wage Plan and
Compensation Package for Non-Bargaining Unit Employees
On March 6, 2001, the City Council approved Resolution 92-01 which established the
wage plan and compensation package for non-bargaining unit employees for Fiscal
Year 2002, Fiscal Year 2003, and Fiscal Year 2004. The wage plan and compensation
package takes effect July 1, 2003. Since we have recommended to the City Council
that there be no wage increase for non-bargaining employees in Fiscal Year 2004,
Corporation Counsel Barry Lindahl is of the opinion that the City Council needs to
rescind that portion of Resolution 92-01 that applies to Fiscal Year 2004 wage plan and
compensation package for non-bargaining unit employees. This action should be taken
prior to July 1, 2003.

DELAYING THE IMPLEMENTATION OF RESOLUTION 92-01 AS IT RELATES TO
THE WAGE PLAN AND COMPENSATION PACKAGE FOR NON-BARGAINING UNIT
EMPLOYEES FOR FISCAL YEAR 2004 UNTIL JULY 10, 2003
Whereas, on March 6, 2001, the City Council by resolution No. 92-01
approved a wage plan and compensation package for non-bargaining unit
employees for Fiscal Year 2004; and
Whereas, the wage plan and compensation package takes effect July 1,
2003; and
Whereas, it has been recommended by City Manager Michael C. Van
Milligen that there be no wage increase in Fiscal Year 2004 for non-bargaining
unit employees,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the implementation of Resolution 92-01 as it applies to the
Fiscal Year 2004 wage plan and compensation package for non-bargaining unit
employees is hereby delayed until July 10, 2003.
