Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: July 13, 2020 RE: Acceptance Hillcrest / Rosemont Storm Sewer Reconstruction Project INTRODUCTION The enclosed resolution provides for the acceptance of the Public Improvement Contract for the Hillcrest / Rosemont Storm Sewer Reconstruction Project. DISCUSSION The Hillcrest / Rosemont Storm Sewer Reconstruction Project provided for the reconstruction of the storm sewer between 3837 Hillcrest Road and 2098 Rosemont Street and provides for much better street drainage and assist in the prevention of flooding neighboring properties. The project consisted of approximately 35' of 36" RCP storm pipe, reconstruction of two existing storm intakes as well as adding an additional new storm intake to facilitate better drainage. After the contract was awarded and the work had started, the contract was modified through a change order to install two additional intakes and add drain tile on Rosemont to collect private drain tile discharge that has caused icing in the street. The total cost increase was $20,025.00. RECOMMENDATION I recommend that the City Council accept the improvements and authorize the payment of the contract amount of $78,860.68 to Temperley Excavating, Inc. for the Hillcrest / Rosemont Storm Sewer Reconstruction Project. BUDGETIMPACT The project cost for the Hillcrest / Rosemont Storm Sewer Reconstruction Project is summarized below: Description Award Final Construction $54,652.00 $78,860.68 Contingency 4,597.50 0.00 Engineering, Construction Administration & 7,585.80 7,097.46 Inspection Total Construction Cost $66,835.30 $85,958.14 The funding is as follows: CIP No. Fund Description Fund Amount 7201081 Catch Basin/Westside Storm $85,958.14 REQUESTED ACTION I respectfully request adoption of the attached resolution accepting the improvements and authorizing payment of the contract amount of $78,860.68 to Temperley Excavating, Inc. for the Hillcrest / Rosemont Storm Sewer Reconstruction Project. cc: Jenny Larson, Director of Finance and Budget John Klostermann, Public Works Director Deron Muehring, Civil Engineer II 2 RESOLUTION NO. 210-20 ACCEPTING THE HILLCREST / ROSEMONT STORM SEWER RECONSTRUCTION PROJECT AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR WHEREAS, the public improvement contract for the Hillcrest / Rosemont Storm Sewer Reconstruction Project, (the Project) has been completed by the Contractor, Temperley Excavating, Inc. (Contractor), the City Engineer has examined the work and recommends that the Project be accepted; and WHEREAS, the final contract amount for the Project is $78,860.68; WHEREAS, the Contractor has previously been paid $74,917.65, leaving a balance of $3,943.03; and WHEREAS, the City Council finds that the recommendation of the City Engineer should be accepted. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved, and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor the balance of the retainage of $3,943.03 as provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code chapter 26.13.
