Based upon final construction costs, the total amount of private water service and sanitary lateral replacements is in the amount of$16,552.53. There were nine private lead water services replaced and one sanitary sewer lateral replaced for an average cost of$1,655.25 per property owner. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: July 10, 2020 RE: Marquette Place Sanitary Sewer and Water Main Reconstruction Project CIP: 7102721, 7402658 INTRODUCTION The attached resolution for the acceptance of the construction contract and the establishment of the Final Schedule of Assessments for the Marquette Place Sanitary Sewer and Water Main Reconstruction Project. DISCUSSION The Marquette Place Sanitary Sewer and Water Main Reconstruction Project provided for the replacement and relocation of the existing sanitary sewer and water mains. As part of the project all of the 8-inch clay sewer pipe was replaced with approximately 708 feet of 8-inch diameter PVC (polyvinyl chloride) sanitary sewer pipe which services the fifteen homes in the area. Also, all the brick manholes were replaced with eight concrete manholes. The water main portion of the project included the replacement of all the existing water main with 928 feet of six-inch C900 piping. The project also included the replacement of one fire hydrant. The project included installing a redundant water main to not only facilitate the construction of the project but will also add a water main that will help assure the homes will be provided with water in the event of a water main break occurs in the area. 9 of the 15 of the homes have private lead water services that supply water to their homes. Each of the nine owners agreed to replace their lead lines as part of the project. The replacement cost will be assessed to the individual property owners as a previously agreed upon voluntary assessment. There were nine (9) private lead water services replaced and one (1) sanitary sewer lateral replaced for an average cost of $1,655.25 per property owner. FINANCIAL ASSISTANCE Low-to moderate-income property owners subject to special assessments will be eligible for financial assistance ranging from 20 to 100 percent of the private service assessment for the owner-occupied resident property depending on family size and income level. To allow sufficient administrative time to process financial assistance applications for low- to moderate-income families, eligible property owners will be given approximately 30 days from the date of mailing the Notice of Filing the Final Schedule of Assessments to apply for financial assistance that may reduce the amount of the assessment payable by the property owner. During this 30-day period, assessments may be paid in full or in part without interest at the City of Dubuque, Office of the City Treasurer. After approximately 30 days, any unpaid 2 assessment will be levied against said benefited property with the Dubuque County Treasurer and any balance over $500 will be payable in 15 annual installments at the County Treasurer's Office and will draw annual interest at three percent (3%). Attached is the financial assistance chart that the City uses in determining financial aid availability for your reference. This chart is updated every year based on the US Department of Housing and Urban Development (HUD) guidelines. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. After full consideration, the Final Schedule of Assessments as shown on the attached sheet(s), Page 1 to Page 1 inclusive is hereby approved for the Marquette Place Sanitary Sewer and Water Main Reconstruction Project. Section 2. There is hereby assessed and levied as a special tax against and upon each of the benefited properties, the respective sums indicated. The amounts shown in said Final Schedule of Assessments as deficiencies are found to be proper and levied conditionally against the respective properties benefited by the improvements as shown in the Final Schedule of Assessments, subject to the provisions of Iowa Code § 384.63. Said assessments against said lots are hereby declared to be in proportion to the special benefits conferred and not in excess of twenty-five percent of the value of same. Section 3. The City Clerk be and is hereby directed to certify the Final Schedule of Assessments to the County Treasurer of Dubuque County, Iowa, and to publish notice of said certification once each week for two consecutive weeks in the manner provided in Iowa Code § 362.3, the first publication of which shall be not more than fifteen days from the date of filing of the Final Schedule of Assessments. On or before the date of the second publication of the notice, the City Clerk shall also mail a copy of said notice to property owners whose property is subject to assessment, as provided in Iowa Code § 384.60. Section 4.
