DATE: July 16, 2020
Housing and Community Development Director Alexis Steger recommends City Council
approval of Amendment #1 to the FY2021 Community Development Block Grant, as
recommended by the Community Development Advisory Commission.
Due to required changes to support proper allocation of time to projects, it is necessary
to reallocate funding from certain project activities to administrative activities. It is
necessary to increase Housing & Community Development Administration to $156,346
and decrease Planning, Monitoring & Budgeting to $89,250. Additionally, during the
City of Dubuque budget process for FY 2021, the Community Development Advisory
Commission allocated $5,000 to the RACE in the Heartland conference and is now
reflected in this amendment. Other changes include funding for a sidewalk repair
program, and annual funding for the VNA lease agreement at their new location.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction:
The attached memorandum transmits information regarding changes to the FY2021
Annual Action Plan.
Background:
The City of Dubuque FY 2019 Financial Audit conducted by Eide Bailly included a
finding under the Community Development Block Grant (CDBG) related to employee
time allocated to projects. Due to this finding, the Housing & Community Development
Department immediately attended additional training for CDBG and reviewed policies on
time allocations to projects.
Discussion:
Due to required changes to support proper allocation of time to projects, it is necessary
to reallocate funding from certain project activities to administrative activities. It is
necessary to increase Housing & Community Development Administration to $156,346
and decrease Planning, Monitoring, & Budgeting to $89,250. Additionally, during the
City of Dubuque budget process for FY 2021, the Community Development Advisory
Commission allocated $5,000 to the RACE in the Heartland conference and is now
reflected in this amendment.
Other changes include funding for a sidewalk repair program, and annual funding for the
VNA lease agreement at their new location. Please see attached documents for FY2021
Annual Action Plan, Sidewalk Repair Program, and VNA Funding Request that were
approved by the Community Development Advisory Commission after holding a public
hearing on July 15, 2020.
Recommendation:
I respectfully request the City Council approve the FY2021 Annual Action Plan
Amendment as recommended by the Community Development Advisory Commission.
RESOLUTION NO. 218-20
A RESOLUTION ADOPTING THE FISCAL YEAR 2021 (PROGRAM YEAR 2020)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN
AMENDMENT #1.
Whereas, the City of Dubuque, through a series of public meetings and hearings,
proposed a Fiscal Year 2021 (Program Year 2010) Community Development Block Grant
Annual Action Plan for inclusion in the City Budget addressing housing and non -housing
needs in the community; and
Whereas, the Community Development Advisory Commission held a public hearing on
July 15tt', 2020 to receive community input on the first amendment to the Fiscal Year 2021
(Program Year 2010) Community Development Block Grant Annual Action Plan; and
Whereas, the Community Development Advisory Commission unanimously
recommended the City Council approve Amendment#1 to the Fiscal Year 2021 (Program
Year 2010) Community Development Block Grant Annual Action Plan on July 15, 2020.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. The Community Development Block Grant Fiscal Year 2021 (Program Year
2020) Annual Action Plan Amendment #1, attached hereto as Exhibit A and by this
reference made a part hereof, is hereby approved.
Section 2. The amended plan will be prepared and reviewed in accordance with the
adopted Citizen Participation Plan prior to submission to the United States Department of
Housing and Urban Development; and
Section 3. The City Manager is hereby authorized to directed staff to prepare and
submit to the United States Department of Housing and Urban Development the Fiscal
Year 2021 (Program Year 2020) Annual Action Plan Amendment #1 with all related
documents, for the use of Community Development Block Grant funds based on this
adopted budget and execute standard contracts and agreements.
Passed, approved and adopted this 20th day of July 2020.

COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
The City of Dubuque distinguishes between four different but complementary areas of program
development in its overall CDBG program: Housing Development, Economic Development,
Neighborhood and Community Development and Planning & Administration. The following
description of activities summarizes the projects to be completed in the FY 2021 Annual
Action Plan with the use of CDBG funds; the adopted City Budget and recommended amended
City Budget are shown in EXhibit A.:

Program income projects are based on forecast for loan repayments based on the loan portfolio and
program income generated from CDBG funded programs.

CDBG regulations limit expenditure on planning and administrative funds to 20%of the current year
program income plus the current entitlement. The proposed resources for administration support the

The Neighborhood Development Specialist coordinates the City's neighborhood Development programs

low/mod income population in the communiry.However,this is not a low/mod income activity.
