Van Milligen, City Manager SUBJECT: Community Development Block Grant FY 2021 Annual Action Plan Amendment #1 DATE: July 16, 2020 Housing and Community Development Director Alexis Steger recommends City Council approval of Amendment #1 to the FY2021 Community Development Block Grant, as recommended by the Community Development Advisory Commission. Due to required changes to support proper allocation of time to projects, it is necessary to reallocate funding from certain project activities to administrative activities. It is necessary to increase Housing & Community Development Administration to $156,346 and decrease Planning, Monitoring & Budgeting to $89,250. Additionally, during the City of Dubuque budget process for FY 2021, the Community Development Advisory Commission allocated $5,000 to the RACE in the Heartland conference and is now reflected in this amendment. Other changes include funding for a sidewalk repair program, and annual funding for the VNA lease agreement at their new location. Steger, Housing & Community Development Director DATE: July 15, 2020 RE: Community Development Block Grant FY 2021 Annual Action Plan Amendment #1 Introduction: The attached memorandum transmits information regarding changes to the FY2021 Annual Action Plan. Background: The City of Dubuque FY 2019 Financial Audit conducted by Eide Bailly included a finding under the Community Development Block Grant (CDBG) related to employee time allocated to projects. Due to this finding, the Housing & Community Development Department immediately attended additional training for CDBG and reviewed policies on time allocations to projects. Discussion: Due to required changes to support proper allocation of time to projects, it is necessary to reallocate funding from certain project activities to administrative activities. Whereas, the City of Dubuque, through a series of public meetings and hearings, proposed a Fiscal Year 2021 (Program Year 2010) Community Development Block Grant Annual Action Plan for inclusion in the City Budget addressing housing and non -housing needs in the community; and Whereas, the Community Development Advisory Commission held a public hearing on July 15tt', 2020 to receive community input on the first amendment to the Fiscal Year 2021 (Program Year 2010) Community Development Block Grant Annual Action Plan; and Whereas, the Community Development Advisory Commission unanimously recommended the City Council approve Amendment#1 to the Fiscal Year 2021 (Program Year 2010) Community Development Block Grant Annual Action Plan on July 15, 2020. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA THAT: Section 1. The Community Development Block Grant Fiscal Year 2021 (Program Year 2020) Annual Action Plan Amendment #1, attached hereto as Exhibit A and by this reference made a part hereof, is hereby approved. Section 2. The amended plan will be prepared and reviewed in accordance with the adopted Citizen Participation Plan prior to submission to the United States Department of Housing and Urban Development; and Section 3. Neighborhood Development Administration $0 $63,818 The Neighborhood Development Specialist coordinates the City's neighborhood Development programs and provides technical assistance to organizations and residents to improve Dubuque's neighborhoods. Oversight and coordination of the Community Development Block Grant program; assures compliance with federal regulations and reporting requirements. This conference targets non-profits,government agencies and others serving a low/mod income population in the communiry.However,this is not a low/mod income activity. 3 Objective/Outcome: Suitable Living Environment/Accessibility(SL1) $5,000 HOUSING DEVELOPMENT PROGRAMS $526,141 $659,135 First Time Home Buyer Program $50,000 Provides for loans to assist low and moderate-income families to purchase their first homes. These funds are used to cover the"entry costs" of homeownership—down payments and closing costs. National Objective: Low and Moderate-Income Housing Location: Citywide Proposed Accomplishments: 10 Households Priority: High Objective/Outcome: Decent Housing/Affordability(DH2) Homeowner Rehabilitation $125,000 1)Residential Rehabilitation Loan Program An on-going program to provide low-interest loans to qualified low and moderate-income homeowners for the rehabilitation of substandard housing units. 2)Home Repair Program Zero%loans to improve conditions of property for income-eligible homeowners 3)Accessibility Zero%and forgivable loans to remove architectural barriers and increase access for people with physical disabilities.
