Minutes Housing 5 27 03MINUTES OF HOUSING COMMISSION MEETING DATE: 27 May 2003 TIME: 4 p.m. PLACE: Dubuque Bank & Trust, 1398 Central Avenue, Dubuque Chairperson Kapler called the meeting to order at 4:07 p.m. following staff assurance of compliance with iowa Open Meeting Law. Old Business Commissioner Orientation Moved to end of agenda. .New Business Income Limits for 2003 Income limits were provided by staff. There were no questions. Amendment to Section 8 Program Administrative Plan: Hearing Scheduling ~,~ amendment was nronn~Rd fO extend the time for scheduling appeals, from 10 to 20 days. Commissioner Holz moved to :approve the change. Commissioner Eddy seconded. Roll Call. All present in favor. Motion passed. Operating Budget Reductions - FY04 Budget reductions in the Housing Services Department were discussed, $2,000 for General Fund; $!0,000 for Block Grant; $20,000 for Section 8. Kathy Lamb, Janet Walker and Joleen Patterson summarized the manner in which they planned to accommodate the reductions. Section 8 cuts would require changes in the Administrative Plan, which the Housing Commission must approve. For example, we propose changing the process of criminal background checks by delaying them until we are ready to issue the voucher. The City Council will be reviewing all changes and proposals at their second meeting in June. With regard to the COP program and how the cuts impact it, the Commission will draft a letter to the City Council to express their concerns. Chairperson Kapler, Commissioner Eddy and Commissioner Neustadt will draft it, and then Commission and staff will review and make recommendations. As demand for these nationally exceeds the HUD funds, a lottery system is used to select the applicants for award. Commissioner Neustadt moved to apiprove the Mainstream Program application. Commissioner Eddy seconded. Roll Call. All present in favor. Motion passed. Information Sharin.q National Housing Trust Fund Campaign HUD HANF Initiative Explanatory materials regarding HUD's "Housing Assistance for Needy Families (HANF)" Program were distributed. SEMAP Rating This rating encompasses many aspects of the Section 8 program, including rent, waiting list, income calculations, utility allowances, quality controls, explanations of the program, lease ups and annual inspections. This is an annual review conducted by HUD, the "Section 8 Management A~sessment Program" audit. Our rating of 100% rates our housing authority as "high performing", the highest score available.
