To implement the City's Fiscal Year 2004 Capital Improvement Program buaget. Public
Works Director Mike Koch is recommending a change order in the amount of $164,440
be issued to the contract that KWS, nc.. has with the Iowa Department of
Transportation for the U.S. 20 Interim Traffic Signal Improvement Project. This change
order will replace the specified two-inch fiber optic plastic conduit with a four-inch fiber
optic plastic conduit. There will then be space for the purpose of future City fiber optics
networking.

INTRODUCTION
The following is a request to issue a change order to the contract of KWS Inc. of
Cedar Falls, Iowa, with the Iowa Department of Transportation (IDOT) for the US
Highway 20 Intedm Traffic Signal Improvements Project.
DISCUSSION
Sealed bids were received on this project by the Iowa Department of
Transportation on April 15, 2003. Bids were received as follows:

The Iowa Department of Transportation has subsequently awarded the contract
to KWS, Inc. for the project, which will provide interconnect of the traffic signals
between Devon Drive and the entrance to the new Menard's store on US 20.
The project includes the installation of a two-inch plastic conduit for the entire
length of the project. City staff worked with the Iowa Department of
Transportation staff to try and incorporate the installation of a four-inch interduct
conduit for the purpose of future City fiber optics networking. Because of policy
~ssues with the Iowa Department of Transportation, City staff was unable to have
this work incorporated into the bidding phase of the project. IDOT's preference
was to incorporate this work into the contract by change order.
The IDOT conduit for the most part will be laid in an open trench, which will make
the City's installation of a four-inch interduct very economical since the trench will
already be open for the installation of the City's interduct. It is anticipated that a
potential savings of $90,000 could be achieved by issuing a change order to
~ncorporate the City's interduct installation into this contract, as opposed to the
~)idding and constructing the City's fiber optics interduct as a separate project
after the completion of the IDOT interconnect project. Also, if done as a
separate project, it would be more difficult to share handholes and bore the
interduct immediately adjacent to IDOT's new fiber optics conduit.
Because of this potential savings, the City requested a quote from the contractor.
The contractor quoted a cost of $164,440 for the complete installation of the
City's four-inch interduct conduit. Based on bids received from other fiber optics
interduct projects of the City, this price reflects the anticipated savings by
including the City's interduct into the IDOT contract, as opposed to a separate
contract. IDOT's consultant has also reviewed the change order and concurs n
the appropriateness of adding this work to the contract and in the cost of this
change order.
IDOT is agreeable to the change order to the current contract, as long as the City
is willing to pay the entire additional cost of the City's interduct installation.
RECOMMENDATION
I recommend that the City Council authorize the City Manager to enter into an
agreement with the Iowa Department of Transpo~ation for a change order with
IDOT on the US Highway 20 Interim Traffic Signal Improvements Project in the
amount of $164,440 for the installation of a four-inch interduct for future City fiber
optics use.
BUDGET IMPACT
The City's Fiscal Year 2003-2004 Capital Improvement Program includes
$200,000 for the installation of a fiber optic interduct to be installed along this
corridor. Funding would come from the Cable Television Fund in the amount of
$100,000, and $100,000 from DRA distributions.
ACTION TO BE TAKEN
The City Council is requested ~ approve the recommendation of the City
Manager.

Howard R. Green Company has reviewed the change order information provided by KWS, Inc. for
the installation of four-inch multiduct conduit as part of the US Highway 20 Interim Traffic Signal
Improvements Project (STP-A-20-9(164)- -22-31') as requested by the City of Dubuque. KWS has
proposed to supply and install the conduit for $164,430. Howar(~ R. Green Company
recommends the City install the four- inch multiduct as part of this project. If the City were to wait
and install the conduit at a later date, the costs would be significantly higher based on our
experience and historical cost information. The majority of cost savings is a result of the reduction
in excavation needed to install the mutiduct as part of this project by shadng a trench with conduit
that is already included in the project.
