My daughter Rachel and her husband Joseph have been married for more than five years.Joseph is black and Rachel is white.Their love for each other is contagious. I have a cousin Steve that married his friend Johnathon.They are both men and love each other more than life itself. With 7 grandchildren, I see the importance of education and our need to work together as a community of lifelong learners while providing an education for both private and public students. I love my grandchildren and will continue helping them through their educational journey. I have served on the city's Long Range Planning Advisory Commission (LRPAC) for the past ten years. I served as the chair during the update of the city's Comprehensive Plan,known as Imagine Dubuque 2037:A Call to Action,and currently serve on the city's technical committee made up of city staff,city partners,and Teska Associates to implement the"Call to Action"plan. My intimate familiarity with the plan would benefit me in preparing for the August goal setting sessions. 3. I served on the 2015-2017 Source of Income Committee appointed by the city council to study the problems facing low-income housing and assess the need for a Source of Income ordinance.In February of 2017, the City Council voted 6-1 to approve and adopt the recommendations of the committee in the city's effort to further fair housing. I am committed to furthering fair housing and would like to see the remaining recommendations implemented and believe I have unique insight based on the committee's work conducting in-depth survey's and research related to both renters and providers issues and concerns. 4. I have stayed an engaged member of the community since my run for council in 2017,following all the issues,watching city council meetings on City Channel 8,and attending and speaking at city council meetings on occasion. 5. In my 24-year professional career as a consultant working with cities,counties,and state governments related to resource,work,asset,and budget management issues gives me a rare perspective I can bring to the city council.I have conducted projects,workshops,and seminars involving over 1,000 government agencies across the United States.I have the full support of my employer in seeking this seat,as I did in 2017. In 2019-2020,I discovered and published Dubuque's role in the creation of baseball's American League,a story validated by the Society for American Baseball Research. Perspective matters,and my career as a consultant,and my experience trying to resolve Dubuque's historical mysteries,has taught me not to jump to conclusions,to always seek the truth and let the facts guide me wherever they may lead,and to be open to changing my opinion or position based on new information. As a representative of the First Ward,I would champion issues important to both the ward and to the city at- large.The following are some of the issues I will continue to advocate for on behalf of the citizens of the First Ward if I am chosen to serve. • I will continue to advocate on behalf of Dubuque's fixed-income population,which consists of our senior citizens,retirees,and less fortunate—making up almost a quarter of the city's population. • Furthering fair housing and addressing our low-income housing issues in a meaningful way by implementing the remaining Source of Income Committee's recommendations.I will also fight to increase the number of three, four,and five-bedroom rental units in Dubuque,which is a large issue for low-income families who cannot afford a home,or who participate in the Housing Choice Voucher program. • Providing additional ambulance coverage from within the southern and western parts of Dubuque, especially now that the Southwest Arterial will be opening,and we will see accelerated development along those areas of the First Ward;the city's largest geographical ward. • Finding a more pragmatic resolution to the question on Five Flags. The longer the city waits to find a final long-term resolution for Five Flags,the harder and more expensive the decisions will be,as the city continues to spend good money on a faulty facility. I believe we should save Five Flags,but I also believe the"go big or go home"recommendation by the consultant and the FFCC Commission needs to be viewed in light of other city priorities and the long-term effects of the Coronavirus on our local and national economies. • Address issues of equity and inequality within the city of Dubuque. As a member of the LRPAC,I have participated in every annual racial sensitivity training required by the city's consent decree with HUD and the DOJ. As a historian,I believe city leaders can lead the way in celebrating Dubuque's rich African American history in a positive,inspiring, and uplifting manner by telling Dubuque's little known and rarely told African American history. From the Iowa Supreme Court case of Dubuque's Ralph Montgomery that declared African American's are free under the law in Iowa two decades before another case involving another slave in Iowa—Dred Scott v.Sandford;to the Dubuquer's who served as officers leading colored infantry regiments in the Civil War at risk of immediate death if captured;to a Dubuque man who voted for and signed the 13th Amendment,and voted for the 14th and 15th Amendment,and was the first to introduce legislation in the U.S.Congress to integrate West Point;to the all-white 1879 professional Dubuque baseball team who played an all-black Chicago baseball team in Dubuque in front of a sell-out crowd;to the all-black amateur Dubuque baseball teams of the 1880s;to the first integrated Dubuque baseball team in 1894;to the Martin family,including Robert Martin, for whom the Dubuque Regional Airport should be renamed.The council can inspire Dubuque by reflecting on our rich past,good and bad,when discussing the issues that come before the city council.I would be honored to be part of those conversations. • In this new Covid-19 world we find ourselves in,governments at all levels are reeling and dealing with the budgetary fallout from a new world economy that comes with a high level of uncertainty and risk.If appointed,I will use my career experience working with other government agencies across the country to offer my fellow council members a unique perspective while discussing and considering risk and uncertainty when establishing priorities,considering projects,or developing budgets that address today's needs while guarding against tomorrows uncertainty. • I will continue to build on my working relationship I have developed over the years with City Manager Mike Van Milligen. I also earned a Master's Degree in Public Administration with my thesis focusing on city government. After my retirement, I was able to return to Dubuque in the early 2000's and immediately found various opportunities to give back to the city that had given me so much as a child of immigrant parents. In particular, I have served on the following commissions for the City of Dubuque: the Long-Range Planning Commission, the Historical Preservation Commission, and chairman of the Civil Service Commission. My personal passions have led me to become involved through two downtown churches with outreach to those in need in our community. I also served as Project Coordinator for the Children's Shoes for Souls mission. My most rewarding volunteer experience, however, has been through the mentor program with the Dubuque Community School District. I was honored to work with a student from kindergarten through his graduation from Hempstead High School. As a result of this experience, I have been rewarded with a "bonus son"who will continue to be a lifelong friend. This experience in mentoring has also given me valuable insights into the hidden needs in our community. In working as a city council member, I would advocate and work hard for continued and expanded support of organizations like the Dream Center, the Multi-Cultural Center, and Fountain of Youth. By now,you have reflected on the Thursday interviews and have seen and read my I' letter of interest and resume for the First Ward open seat. I sent the letter as an applicant. As you make your decision, I think it is critical to try and account for the First Ward voter.The vote for representative is the only aspect of our system that makes it democratic.This decision will be difficult given there is no election being held. But there is a way to still consider the will of the First Ward voter in making your selection Monday night. I would also point out I have had tremendous contact with the citizens and voters of Dubuque since 2016,when you consider my active engagement in the Long Range Planning Advisory Commission's 2016-2017 update of the Comprehensive Plan, known as Imagine Dubuque 2037. Imagine Dubuque was a 13-month effort of outreach undertaken by the LRPAC, Dept.of Planning, and our consultant,Teska. I played an active role in our outreach that included 4 community workshops with 300 participants; Leadership meetings with city department managers, including two presentations I have personally made to department heads; 30 focus groups with 780+participants; 5 pop-up events with 400+ participants;and over 1,000 interviews and online polls and surveys.All together,we gathered 12,500 ideas from over 6,000 city participants between August 2016 and September of 2017. It was this active engagement with our citizens, and the resulting 170+recommendations produced in Imagine Dubuque 2037,that caused me to run for council in 2017. The electors of the first ward have the right to file a petition requiring that the vacancy be filled by a special election with the City Clerk within 14 days of the publication of Notice of Intent to Fill a Vacancy by Appointment or within 14 days of the actual appointment. A petition requesting a special election to fill the vacancy would have to be signed by at least 157 first ward electors and be filed with the City Clerk by July 27, which is 14 days following the publication of Notice of Intent to Fill a Vacancy by Appointment; or by August 10, which is 14 days following the date of actual appointment. If such a petition is received after the appointment is made on Monday, July 23, the appointment would be temporary, and the City Council would call a special election to fill the vacancy until the next regular election.
