MINUTES APPROVED; Commissioner Parks motioned and Commissioner Bakke seconded, to approve
VOTE: the minutes of April 20, 2020 meetings. Motion passed unanimously.
FIVE FLAGS CIVIC Corey Morehead, Finance Director gave the financial status for Five Flags as of
CENTER UPDATES: May. All expenses not contracted or associated with the operations of the
facility have been cut. It will be assumed that events will begin fully in
September. Commissioner Bakke asked about staffing. All staff are on full or
part furlough. We do not expect employees to return to work until two weeks
prior to events starting again on a regular basis.
General Manager H.R. Cook gave facility and event update. First scheduled
event is Dueling Dogs July 31. All other events have been postponed or
cancelled until the end of August. Fly by Night has cancelled their September
performance. Dubuque Symphony has cut their productions of the Classic
Series to Chamber ensembles to reduce the number of performers on stage
and financially be able to produce shows with smaller audiences. Styx concert
for July has been postponed until March 2021. Commissioner Bakke stated
that the recent political event in Tulsa is not how to host an event. Cook stated
he is still booking shows in late 2020 and 2021 with agents and artists who
want to work in the Midwest.
RECOMMENDATION Commission Chair Huff opened the discussion regarding the commission
REGARDING FIVE recommending to council a new date for the referendum. Marie Ware, Leisure
FLAGS CENTER Services Manager gave a brief history of the vote to date and options available
REFERENDUM DATE; to the commission. City Attorney Crenna Brumwell discussed the date options
VOTE: for special elections in 2021-2022. Commissioner Daugherty suggested
September 2021 for the vote recommendation. March would be too soon with
an unknown effect of COVID on Dubuque by then. Chair Huff asked Ware of
the construction costs associated with waiting a year and with COVID. Ware
had checked with Brill Kruger of CSL International and costs will need to
stabilize before the effect on the total construction cost of the project would be
known. Huff also suggested a September date. Commissioner Bakke noted
that the referendum should be kept on a ballot by itself and also supported
September 2021. Motion by Daugherty, second by Bakke to draft a memo to
the city suggesting September 2021 as the new date of the referendum.
Motion passed unanimously. Ware stated that it was hoped the referendum

could be placed on the July 6t" City Council meeting. Chairman Huff would
write the memo regarding this action to the City Council.
OTHER BUSINESS: Ware gave an overview of the budget crisis of the city. All departments
planned for a 10, 20 and 30 percent cut in their budgets if the COVID crisis
continues. Five Flags Center falls under Leisure Services. General Manager
H.R. Cook had been working with Ware to cut FY21 budget where possible to
help the process.
PUBLIC COMMENT; Ware gave commissioners an overview of other commissions and City Council
VOTE: meeting "public comment" protocols. Commissioner Bakke noted that the
commissions were the "voice of the people" and made a motion to place public
comments as a permanent agenda item for Five Flags Commission meetings,
three minutes per person, 15 minutes maximum for the agenda item. Second
by Commissioner Daugherty. Motion passed unanimously.
Update regarding "Solidarity" mural was given by Ware and Cook. Artist
Shelby Frye are going to paint the mural with the help of the public. All costs
associated with the mural were privately funded. Several Departments with the
City of Dubuque worked together to vet the design with community
organizations. They also worked with Frye on permits and street closure.
Completion date is estimated to be July 3.

VOTE: Commissioner Daugherty. The motion passed unanimously.
