Presidential elections, returning our county to a true democracy from a pseudo-democratic corporate oligarchy and the environment. Since then, the Maskup Mandate necessary to control the virus until a vaccine(s) can eliminate it and the Black Lives Matter have been layered on top of those three. The BLM will move down among the 1 second and third and stay there as probably number three. All these are ranked by necessity. Until COVID is eliminated, the Maskup Mandate stays primary as not being alive makes it difficult to address the others (and they are ranked in similar fashion.) Since the virtual abdication of the Federal government and the misdirected address of the State government (choosing controlling the populous through any means \[in particular school mandates\] that will NOT risk an immediate outcry from 2 the far right \[and school mandates encourage the far right\]), it becomes incumbent upon cities and counties to take charge as best as possible. You have all received my communications of this past week and I thank Council members Rousell and Jones for their response and lively give-and-take. But I want the Maskup Mandate put on the City's top priority agenda and enacted before another infection happens (which would mean tonight given that Dubuque is continuing to increase its 'stature' among the 3 most notoriously COVID unsafe parts of the State.) We need a mask mandate and we need it NOW, not after days, weeks and months of study and increased infections, hospitalizations and deaths. But the center of THIS message is to take courage and "get into good trouble" as John Lewis said. No finer trouble could be entered into by a City Council at this date and time in history. There can't be a much more basic purpose for city government than "Protecting the health and safety of The People" and COVID is a 4 life-threatening issue, not just something that will 'mysterious vanish'. And in the meantime WITHOUT COUNCIL MANDATE for masks, infections will increase as will deaths and hospitalizations. This cartoonchart illustrates the choices: The courage is needed to face the far Right (for some reason this has 5 become and Left/Right issue, which is sad at the least) whose personal freedom is more important than public safety (but that's why we have DUI laws, to prioritize public safety) and the government hierarchies above the city level that would usurp the local control while preaching the necessity for smaller government, local control and while failing at those levels to "do what needs doing." Maskup Mandates have PROVEN like no other way to be effective. IF you take this action, it is CERTAIN 6 that in two weeks to a month Dubuque will be a COVID safer place to be. If you DO NOT, the waves of college students ARE coming to Loras, Clark, UD, NICC and other post-secondary institutions AND our primary and secondary education institutions will be doing more mingling, while businesses will STILL have to choose without the support of a law greater than 'trespass' to require masks or not. Do the correct thing. Take Courage... risk the 'good trouble'. Pass a Maskup Mandate.
