Minutes_Civil Service Commission 4 8 10CIVIL SERVICE COMMISSION THURSDAY, APRIL 8, 2010 3:30 PM CITY HALL, CONFERENCE ROOM B Present: Commissioners Schilling, Takes, White Also present: Personnel Manager Randy Peck; David Miller 1. Approve Minutes of March 12 and April 1, 2010 Motion by Schilling to approve the minutes of March 12 and April 1, 2010. Seconded by Takes. Motion carried 3 -0. 2. Discussion Regarding Request of David Miller David Miller stated that he had his father stop in the Personnel Office to put his name on the list for the upcoming Police Officer Civil Service test. When he received the information packet regarding the test in the mail he did not open it. At the beginning of April he called the Personnel Office to see if he could take the test on an alternate date due to a conflict with a graduate school examination. He was told that he was not signed up to take the examination as he had not returned the application which was in the information packet. The application was due by 5:00 p.m. on March 19 He stated he was requesting that the Commission allow him to take the examination as he thought that having his father put his name on the list was all he needed to do and that he had been pre- occupied with his graduate school studies and internship at Mercy Turning Point Treatment Center. Personnel Manager Randy Peck explained the process to the Commission and distributed a copy of the information packet. He stated that in the past the Commission has been very conservative and that there had to be extenuating circumstances before an applicant who had missed the deadline was allowed to take the test. He stated that this applied to all Civil Service tests — not just the Police Office test and that he felt this situation did not fit the criteria of an extenuating circumstance. He reported that three other applicants had been told they could not test as they had also missed the deadline. The Commission discussed the situation, commenting that they did not like the idea of possibly losing a very good candidate; however, if they allowed this applicant to take the test they would have to allow the others to test also and would be setting precedence for future tests. Motion by Takes to uphold the City's position and not allow Mr. Miller to take the Police Officer test. Seconded by White. Motion carried 2 -1 with Schilling voting nay. There being no further business, upon motion the Commission adjourned at 4:00 p.m. Approved at meeting of: Civil Service Commission
