Library Board of Trustees Update
From the Meeting of
April 22, 2010
Present: President; Diann Guns, Paula Connors, David Hammer, Elizabeth
Leeper, Beverly Kolz, and Kristen Smith
Excused: Mike Willis
• 75 percent of the fiscal year has lapsed with 72 percent of the budget
expended. While this appears to be good news, there is concern that this
will not hold during the last quarter of the year. Salaries and benefits are
at 76 percent of expenditures. Because salaries represent nearly 67
percent of our entire budget and are precisely budgeted each year, even a
one percent overage can add up ($16,943.00). Revenue is at nearly 95
percent of projections and is expected to come in perhaps at 122 percent
of projections, but this will not make a significant difference in offsetting
the salaries budget. The increase is attributed to the renovation. Henricks
has met with the budget director to identify some lines that may be used to
cover the budget as well as investigating whether it can be charged to the
renovation project.
• Remarkably, visits were up 5 percent over the last year (which was up 4
percent over the previous year, also a year of construction).
• Circulation was up 6 percent for the month of March compared to the
same time last year as well as up 6 percent year -to -date.
• Cross training has been started among staff members who are interested
in applying to work at the Information Kiosks.
• Construction Manager Bill Burkhart has resigned his position with
Durrant. Rick Golus and Jim Kolf will be the on -site construction
managers now.
• The second floor will need to be closed for two weeks to complete work in
this area.
• On May 10 the main entrance of the building will close until June 16 due to
construction. The historic doors will open on May 10. The elevator will not
be open at this time so library staff will retrieve items for patrons, or
arrangements can be made for materials to be picked up at the Mall.
• OPN has requested consideration from the Board for additional money
since the project has gone past the originally scheduled completion date.
The Board received information, will review the contract, and make a
decision at a future meeting.
• The Board received information regarding the third floor auditorium that is
buckling and has soft spots. The issue has been referred to City
Engineering for a recommendation on next steps.
• The Heade painting that was for sale, and has been on exhibit at
Middlebury College in Vermont, will soon be available to offer for sale
again, or for return to Dubuque until the market for art is more robust. We
will ask the City Manager for his input first, as the sale of this painting will
go toward the renovation.
