Present: Mayor Buol,
Council Members
Braig, Connors, Jones,
Lynch, Resnick, Voet-
berg, City Manager
Van Milligen, City At-
torney Lindahl
Mayor Buol read the
call and stated this is a
special session of the
City Council to act
upon such business
that may properly
come before the City
Council.
Advanced Metering
Infrastructure Project:
City Manager recom-
mending approval of
the Joint Development
Agreement between
the City of Dubuque,
Iowa, and International
Business Machines
Corporation and Mem-
orandum of Under-
standing between the
City of Dubuque and
Interstate Power and
Light Company for the
Sustainable Dubuque
AMI Pilot Project in
connection with the
Advanced Metering In-
frastructure Project.
Motion by Connors to
receive and file the
documents and ap-
prove the recommen-
dation. Seconded by
Jones. Motion carried
7 -0.
Work Session - Emer-
gency Preparedness:
City Manager providing
information for the
work session on Emer-
gency Preparedness.
Emergency Manage-
ment Director Toni
Berger introduced staff
and provided a slide
i presentation on the
City's Comprehensive
Emergency Manage-
ment Plan including:
• Multi Hazard Plan:
Planning Partners and
Emergency Support
Functions,
• Hazard Mitigation
Plan
• Recovery Plan
• Animals in Disaster
Plan
•Severe Weather Plan
• Other Plans: Mass
Casualty /Fatality, For -
eign Animal Disease
Plan, and Emergency
Response Protocols
• Future Initiatives
• Regional Functional
Exercises
• Local Emergency
Training
City Council discus-
sion included ques-
tions on the height of
the floodwall and plans
if it is breached by high
water; plans for terro-
rist activity; and the
activation policy of
warning sirens. Staff
stated that earthen
berms can be con-
structed quickly to ex-
tend the floodwall and
other options are being
looked at. Dubuque has
one of seven state
teams with specialized
training and equipment
related to terrorist at-
tacks. Extra care is giv-
en to siren tests and
the recently adopted
policy will average
possibly two additional
tests per year and the
City has an excellent
relationship with the
National Weather Serv-
ice with a qualified
weather spotters net-
work.
Motion by Connors to
receive and file the
documents. Seconded
by Braig. Motion car-
ried 7 -0.
There being no fur-
ther business, upon
motion the City Council
adjourned at 6:26 p.m.
