8 10 20 City Council Proceedings Official - Goal Setting 1 of 3CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 4:00 p.m. on August 10, 2020 at the Grand River Center, 500 Bell Street, Room 4. Due to the COVID-19 pandemic, mandates for social distancing and face coverings were enforced for all attendees. Present: Mayor Buol; Council Members Cavanagh, Jones, Lynch, Resnick, Roussell, Sprank; City Manager Van Milligen, City Attorney Brumwell Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of conducting a work session on Fiscal Year 2022 Goal Setting Session 1 of 3. WORK SESSION Fiscal Year 2022 Goal Setting Session 1 of 3 1. Fiscal Year 2022 Goal Setting Session 1 of 3: Facilitator Lyle Sumek of Sumek Associates, opened the work session with an overview of the goal setting process. Newly elected Council Members Cavanagh, Roussell and Sprank were welcomed. City Manager Van Milligen provided handouts. Mr. Sumek reviewed the following sections from the Leader’s Guide 2020 working document for input from the City Council: Section 1: Strategic Planning Model for the City of Dubuque, Service Responsibilities, and Sustainable Community. Section 3: City Successes for 2019-2021 and achievements for Goals 1-8 Section 4: 18 Points of Crisis Leadership and What is a true Crisis? Section 6: Dubuque Vision 2036, Principles A-C suggestions, changes, additions. The City Council paused for dinner from 6-6:38 p.m. Section 6: (continued) Dubuque Vision 2036, Principles D-G suggestions, changes, additions.
