7 27 20 City Council Proceedings Official - Special1 CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 6:00 p.m. on July 27, 2020. Due to the COVID-19 pandemic and mandates for social distancing, this meeting was conducted virtually and aired live on CityChannel Dubuque (Mediacom cable channels 8 and 117.2), streamed live on the city’s website at www.cityofdubuque.org/media, and streamed live on the City’s Facebook page at www.facebook.com/cityofdubuque. Present: Mayor Buol; Council Members Cavanagh, Jones, Resnick, Roussell, Sprank; City Manager Van Milligen, City Attorney Brumwell Vacancy: Ward One Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of filing a vacancy in the Office of Ward One City Council and conducting a work session on Black Lives Matter: Diversity, Equity, and Inclusion. ACTION ITEMS 1. Appointment to the Office of First Ward City Council: Following discussion of the candidates, the City Council did a roll-call vote that resulted in no majority: Farber 2 = Sprank, Cavanagh; Lynch 3 = Jones, Buol, Roussell; Sunleaf 1 = Resnick. Mayor Buol called for another roll-call vote that resulted in Farber = 2 (Sprank, Cavanagh); Lynch = 4 (Jones, Resnick, Buol, Roussell). Motion by Jones to receive and file the documents and adopt Resolution No. 227 -20 Filling the vacancy in the Office of City Council Member for the First Ward that appointed Kevin J. Lynch to service for the period until the next pending election as defined in Iowa Code §69.12. Seconded by Roussell. Motion carried 6-0. WORK SESSION Black Lives Matter: Diversity, Equity, and Inclusion Part I of II 1. Black Lives Matter: Diversity, Equity & Inclusion - Part I of II: City staff and network partners provided information and presentations to City Council in advance of the Coun- cil’s annual goal-setting scheduled for August 10-12 about the work being planned and done in the community to improve the experience of black and brown individuals in Dubu- que. City Manager Van Milligen gave opening remarks, read a Letter to the Editor of the Telegraph Herald newspaper from Gerald Smith from June 11, 2020 entitled “More White Voices Would Help Bring Racial Equity.” A video of the Solidarity mural on the Five Flags 2 Center was shown. Mr. Van Milligen then read a letter from a citizen on how the mural had impacted the writer. Assistant City Manager Cori Burbach introduced the work session topics and present- ers. • City of Dubuque history: Advancing Equity & Inclusion: Status Report; Analysis to Fair Housing Choice 2019. Kelly Larson, Human Rights Director, Shelley Stickfort, Human Resources Manager, Alexis Steger, Housing & Community Development Director; Inclusive Dubuque; Nancy Van Milligen, CEO, Community Foundation of Greater Dubuque. Building a Lattice to Success: Workforce Inclusion & Community Co-Cre- ation in Dubuque, Iowa from the MIT Sloan School of Management. • Current State - Key Performance Indicators: Cori Burbach, Assistant City Manager. • Current State - Partner presentations: Robert Kimble, Dubuque Dream Center, City of Dubuque Operational Support re- port. Caprice Jones, Fountain of Youth; Ernest Jackson, Jason Weston, Black Men’s Coalition, programs and mentoring for building a better future for young men in Dubuque and regionally, and recom- mendations for City Council goal setting. Dereka Williams, Switching Places; Lynn Sutton, Tom LoGuidice, Friends of Fair Housing, Fairness and Equity in Housing; Jackie Hunter, Multicultural Family Center; Rick Dickinson, Greater Dubuque Development Corporation, Workforce Solutions outreach and retention; funding for partnering agencies, Opportunity Dubuque; Jill Courtney, Becky Bodish, Four Mounds HEART Program, 2019 Annual Sum- mary; Miquel Jackson, Anthony Allen, NAACP, Next Steps to Justice, Recommendation Guide to the City Council in advance of goal setting.
