City Engineer Gus Psihoyos recommends City Council approval of an ordinance
designating Chavenelle Road as a "through street" from Associates Drive to the east
right -of -way line of Seippel Road and from the west right -of -way line of Seippel Road to
its northerly terminus. Designation of a particular route as a "through street" gives
priority to traffic along that route, and automatically provides authority for the installation
of stop signs on all side streets.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to present to the City Council a recommendation
by City staff to designate Chavenelle Road as a "through street ".
DISCUSSION
Chavenelle Road extends from Associates Drive to its terminus approximately one
thousand feet west and north of Seippel Road. According to the City Code of
Ordinances Section 9 -7- 321.322: STOP AND YIELD INTERSECTIONS, vehicles
traveling on Futuro Court, Chavenelle Court and Synergy Court are currently required to
STOP at Chavenelle Road. Since traffic controls currently exist at the intersections of
the Northwest Arterial, Radford Road and Seippel Road, this recommendation relates to
the section of Chavenelle Road, from Associates Drive to the east right -of -way line of
Seippel Road and from the west right -of -way line of Seippel Road to its northerly
terminus.
Chavenelle Road is 36 feet wide and functions as a collector street. As such, drivers
would understandably assume they have the right -of -way over vehicles entering the
roadway from an uncontrolled side street.
According to State and City Codes, "when two (2) vehicles enter an intersection from
different highways or public streets at approximately the same time, the driver of the
vehicle on the left shall yield the right of way to the vehicle on the right ". On occasion,
this can lead to driver confusion as to which vehicle has the right -of -way at an
uncontrolled intersection. The confusion is increased when one of these streets is wider
and considered by drivers to be the through street. If designated a "through street ", City
ordinance requires City staff to install stop or yield signs at all intersecting streets,
current or future.
RECOMMENDATION
Based primarily on the need to clarify and assign right -of -way, I recommend that stop
signs be placed at side street intersections along Chavenelle Road that are not currently
controlled from Associates Drive to the east right -of -way line of Seippel Road and from
the west right -of -way line of Seippel Road to its northerly terminus.
The enclosed ordinance provides for the designation of a "through street" for
Chavenelle Road. Designation of a particular route as a "through street" gives priority to
traffic along that route, and automatically provides authority for the installation of stop
signs on all side streets. With this designation, individual stop sign ordinances are not
required at each of the intersecting side streets.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance providing for the
designation of Chavenelle Road, from Associates Drive to the east right -of -way line of
Seippel Road and from the west right -of -way line of Seippel Road to its northerly
terminus. Also the Council is requested to adopt the ordinance to delete existing streets
that are covered under the STOP AND YIELD INTERSECTION section of the City Code
of Ordinances.

Section 1. City of Dubuque Code of Ordinances § 9 -7- 321.321 is
amended to reads as follow:
(b) The following streets are designated as through streets:
Chavenelle Drive, from Associates Drive to the east right -of -way line of
Seippel Road and from the west right -of -way line of Seippel Road to its northerly
terminus.
