SUBJECT: Dubuque Regional Humane Society Contract Extension

The Dubuque Regional Humane Society 5-year contract expired June 30, 2020.
Although negotiations and work on a new contract began in early 2020, the COVID-19
pandemic significantly slowed negotiations for a new agreement.
Public Health Specialist Mary Rose Corrigan recommends City Council approval to
extend the current Dubuque Regional Humane Society contract through November 30,
2020, to allow time for the necessary revisions and negotiations. The City continues to
utilize the Dubuque Regional Humane Society services for the Animal Control activity,
and a contract is necessary in order to pay for those services on a monthly basis.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Dubuque Regional Humane Society Contract Extension

INTRODUCTION:
This memorandum submits an extension to the current Dubuque Regional Humane
Society (DRHS) contract for city council consideration and approval.
BACKGROUND:
The DRHS 5- year contract expired June 30, 2020. Although negotiations and work on
a new contract began in early 2020, the COVID-19 pandemic caused significantly
slowed negotiations for a new agreement. Health Services, Legal and Finance
Department staff have devoted a significant portion of their time on the pandemic
response. Therefore, the work necessary to negotiate and complete revisions for a new
DRHS contract have slowed or stalled at times during the pandemic response.
Negotiations remain in progress to achieve improvements and modifications are needed
from to the current 5- year agreement, which was executed in FY 16.
DISCUSSION:
The DRHS agrees to continue the expired contract through November 30, 2020 which
would allow time for the necessary revisions and negotiations. The City continues to
utilize the DRHS services for the Animal Control activity, and a contract is necessary in
order to pay the DRHS for those services on a monthly basis.
Any changes in payment amounts and/or methodology will be included from July 1,
2020, once the new contract is executed.
RECOMMENDATION:
I recommend the City Council authorize the City Manager to sign the attached contract
extension with the DRHS.
CITY COUNCIL ACTION:
Authorize the City Manager to sign the attached agreement with the DRHS for
extending the current contract through November 30, 2020.

BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
DUBUQUE REGIONAL HUMANE SOCIETY
This Amendment to the Agreement between the City of Dubuque, Iowa and the
Dubuque Regional Humane Society (Amendment) is dated for reference purposes the
d'day of , 2020.
Whereas, the City of Dubuque (City) and Dubuque Regional Humane Society
(DRHS) are parties to an Agreement (Agreement) dated for reference purposes the 1st
day of July, 2015; and
Whereas, the parties now desire to amend the Agreement as set forth herein:
1 Section 1 is amended to read as follows:
The term of this Agreement is from July 1, 2015 through and including
November 30, 2020.
2. This Amendments is subject to the approval of the City Council of the City of
Dubuque, Iowa.
