City Engineer Gus Psihoyos is recommending acceptance of the public improvement
contract for the Hilcrest-Rosemont Detention Basin Project, as completed by Eastern
lowa Excavating & Concrete, LLC, and authorizing payment of the contract amount of
$127,716.57.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: Hillcrest-Rosemont Detention Basin Project
INTRODUCTION
The enclosed resolution provides for the acceptance of the Public Improvement Contract
for the Hillcrest-Rosemont Detention Basin Project.
DISCUSSION
The Hillcrest-Rosemont Detention Basin Project involved the excavation and hauling of
approximately 3,800 cubic yards of fill material from a designated site to a farm field just
north of the Hillcrest-Rosemont intersection where it was used to construct an
approximately twelve-foot-high embankment. The detention outlet works included a 48-
inch diameter manhole and 62 feet of a combination of 12-inch and 24-inch diameter
storm sewer pipe. The overflow spillway and outlet include a combination of 2,093 square
feet of tied concrete block matting. Additional project costs arose due to weather delays
and the need for temporary seeding in late fall of 2019 to stabilize the site prior to winter.
The site was then re-seeded with the permanent seed mix in the spring of 2020. Also,
additional work was also required to stabilize the soil below the detention basin
embankment prior to its construction.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment of
the contract amount of $127,716.57 to Eastern lowa Excavating & Concrete, LLC of
Cascade, IA, for the Hillcrest / Rosemont Storm Sewer Reconstruction Project.

RESOLUTION NO. 271-20
ACCEPTING THE HILLCREST / ROSEMONT DETENTION BASIN PROJECT AND
AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the Hlllcrest / Rosemont Detention
Basin Project, (the Project) has been completed by the Contractor, Eastern Iowa
Excavating & Concrete, LLC (Contractor), the City Engineer has examined the work and
recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $127,716.57;
WHEREAS, the Contractor has previously been paid $121,330.74, leaving a balance
of $6,385.83; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. The recommendation of the City Engineer is approved, and the Project is
hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $6,385.83 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa
Code chapter 26.13.
