It is further recommended that the City Council establish the Final Schedule of Assessments in the amount of $36,558.89, which is 29.9% lower than the preliminary assessment based on contract prices for the project. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: August 31, 2020 RE: Jackson Street (11t" to 12th) Reconstruction Project Acceptance CIP# 2501281, 7201180 INTRODUCTION The attached resolution for the acceptance of the construction contract and the establishment of the Final Schedule of Assessments for the Jackson Street (11 th to 12th) Reconstruction Project. BACKGROUND As part of the original Historic Millwork District Complete Streets Project, multiple alternates were developed for that project that could be developed if funding was available. The original Historic Millwork District Complete Streets project was a $7.9- million-dollar project ($5.6 million from federal grants) that reconstructed four blocks of Jackson Street from 7th to 11t", six blocks of 10th Street from Main Street to Elm Street, and two blocks of Washington Street from 9'" to 11th. The block of Jackson Street from 11t" to 12t" was one of the alternates in the original bid package for the Historic Millwork District. The alternate could not be funded at the time, but City staff planned to request funding in future years. Recently the Marriott Townplace hotel was built along this block, which involved an $11 million private investment in the Historic Millwork District. Dupaco is currently working on a major renovation of the Voices building at the corner of 10th and Jackson which involves an estimated $37 million worth of private investment in the Historic Millwork District. DISCUSSION The Jackson Street (11th to 12th) Reconstruction Project was completed by Drew Cook & Sons Excavating Company, Inc., of Dubuque, lowa in the final contract amount of $260,848.98 which is a 10.68% increase from the original contract amount of $235,688.48. The increase in the contract amount is attributed to an additional streetlight base was added for future lighting changes on 11t" street, an unanticipated storm sewer adjustment and brick accent work along the parkway on Jackson Street. The project included the reconstruction of pavement, replacement of sidewalks, reconstruction of storm sewer and installation of new decorative streetlights. The corridor matches the design elements of the Historic Millwork District including brick accent in the parkway between the curb and sidewalk. The pavement was constructed using 9-inch PCC concrete pavement. The sidewalks and driveways were constructed with reverse mix concrete to match the sidewalks in the rest of the Historic Millwork District. The project included fiber, electrical and communications conduit. This conduit accommodates the streetlights, and any future parking and camera infrastructure required. RECOMMENDATION I recommend that the City Council accept the improvements and authorize the final payment of the contract amount of $260,848.98 to Drew Cook & Sons Excavating Company, Inc. for the Jackson Street (11th to 12th) Reconstruction Project. That project has been delayed. SPECIAL ASSESSMENTS The final public improvements assessment based on the engineers estimate, including contingency and engineering is $36,558.89. This is 29.9% lower than the preliminary assessment based on contract prices for the project. The assessed properties in this project are both commercial use and therefore not eligible for the normal owner-occupied residential financial assistance. Special assessments may be paid in full or in part without interest at the City of Dubuque, Office of the City Treasurer. After approximately 30 days, any unpaid assessment will be levied against said benefited property with the Dubuque County Treasurer and any 2 balance over $500 will be payable in 15 annual installments at the County Treasurer's Office, and will draw annual interest at three percent (3%).
