Water Department Manager Denise Blakeley Ihrig recommends City Council
acceptance of the Westside Water System Improvements Project, including the
installation of fire hydrants in the former Vernon Water System and additional hydrants
in Barrington Lakes, as completed by Kueter Equipment Company, in the final contract
amount of$178,992.82. It is further requested that the City Council authorize final
retainage payment in the amount of$8,509.14 to Kueter Equipment Company.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Acceptance and Authorization of Final Payment
INTRODUCTION
The enclosed resolution provides for the acceptance and final payment of the Westside
Water System Fire Hydrant Installation Project.
BACKGROUND
Through the acquisition of the Westside Water System, including distribution systems in
Cedar Crest Subdivision, Wildwood Estates Subdivision, Key City Subdivision and
Barrington Lakes Subdivision, from Central lowa Water Association (CIWA). Per the
contract with CIWA, the City of Dubuque Water Department agreed to install twenty-
three (23) fire hydrants throughout the Westside Water System.
DISCUSSION
In December 2016, the City of Dubuque purchased the Vernon Water Tower, Vernon
water system and the Barrington Lakes water system from Central lowa Water
Association (CIWA). The intent of the City's purchase was to assist these communities
in becoming compliant with lowa Department of Natural Resources (IDNR) standards
and provide the necessary back-up water supply and fire suppression by connecting
them directly to the City's water supply.
The construction documents follow the Statewide Urban Design and Specifications
2017 (SUDAS) and City of Dubuque supplemental specifications 2017.The lowa
Department of Natural Resources (IDNR) issued a construction permit for the project.
The project was publicly advertised and bid. Sealed bids received on August 22, 2019,
and the project was awarded to Kueter Equipment Company, Dubuque, lowa in the
amount of$140,798.00. There was one change order on the project in the amount of
$31,059.50. The change order was associated with additional hot-mix asphalt
necessary to repair the streets in locations where utility records incorrectly depicted the
location of the water mains.
The project is complete and meets the design standards as bid. It is recommended the
project be accepted and paid in full.
BUDGETIMPACT
The project cost and final payment for the Westside Water System Fire Hydrant
Installation Project is as follows:

FUNDING SOURCE
Capital Improvement Project 7402703 is available to fund the Westside Water System
Improvements project, including the installation of fire hydrants in the former Vernon
Water System and additional hydrants in Barrington Lakes.
The funding summary for the Westside Water System Fire Hydrant Installation Project is
as follows:

The final project construction costs are therefore $178,992.82 which is approximately
0.6% less than the total requested budget at the time of award.
REQUESTED ACTION
The City Council is requested to adopt the attached resolution to accept the
improvements and authorize the final retainage payment for the Westside Water
System Improvements project to Kueter Equipment Company in the amount of
$8,509.14.

RESOLUTION NO. 274-20
ACCEPTINGTHE WESTSIDE WATER SYSTEM FIRE HYDRANT INSTALLATION
PROJECT AND AUTHORIZING FINAL PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the Westside Water System Fire
Hydrant Installation Project (the Project) has been completed by the Contractor, Kueter
Equipment Company, the Water Department Manager has examined the work and
recommends that the Project be accepted; and
WHEREAS, the final contract amount is $170,182.73;
WHEREAS, the City Council finds that the recommendation of the Water Department
Manager should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. The recommendation of the Water Department Manager is approved,_ and
the Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the final payment $8,509.14 as provided in Iowa Code Chapter 573.
