City Council, Special Session, Monday, June 23, 2003
Council met at 6:00 P.M. in the Public Library Auditorium
Present: Mayor Duggan, Council Members Buol, Cline, Connors, Markham, Michalski,
Nicholson, City Manager Van Milligen, Corporation Counsel Lindahl.
Mayor Duggan read the call and stated this is a special session of the City Council
called for the purpose of rescinding Resolution No. 92-01 and discussing the proposed
Fiscal Year 2004 budget amendment.
Rescinding of Resolution No. 92-01: City Manager recommending that Resolution #92-
01 which approved the wage plan and compensation package for non-bargaining unit
employees for Fiscal Years 2002, 2003 and 2004 be rescinded. Buol moved adoption of
Resolution No. 212-03 Delaying the implementation of Resolution #92-01 as it relates to
Wage Plan and Compensation Package for Non-Bargaining Unit Employees for Fiscal
Year 2004 to July 10, 2003. Seconded by Markham. Motion carried 7-0.
Worksession regarding the Fiscal Year 2004 Budget Amendment and City Manager’s
recommended budget reductions. Council reviewed the recommended reductions for
each departmental budget and gave staff direction on various items.
There being no further business, upon motion the special session adjourned at 7:58 p.m.
and Council went into closed session in accordance with Chapter 20.17(3) of the 2003
Code of Iowa to discuss collective bargaining strategy.
