WHEREAS, the bicycle has proven to be a utilitarian, economical, environmentally sound and
effective means of personal transportation, recreation and fitness; and
WHEREAS, the City of Dubuque, lowa encourages the use of bicycles as a means of transportation;
and recognizes the bicycle as a legitimate roadway vehicle and therefore is entitled to
legal and responsible use of all public roadway facilities except highways constructed to
interstate standards; and
WHEREAS, the City of Dubuque encourages the increased use of bicycle as a viable mode of
transportation, benefiting all citizens by improving air quality, reducing traffic congestion
and noise, decreasing the use of and dependence upon finite energy sources, and
fostering physical fitness and mental health; and
WHEREAS, the Tri-State Trail Vision Plan, Sustainable Dubuque vision, the Dubuque Bik Coop, and
other community initiatives and organizations are coordinating efforts to make Dubuque
a more Bicycle Friendly Community for all citizens; and
WHEREAS, the League of American Bicyclists has recognized September 21-27, 2020 as Bike-to-
Work Week, and Bike-to-Work Day as September 22, 2020.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF
OF THE CITY COUNCIL, STAFF AND THE CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM
THE WEEK OF SEPTEMBER 21-27, 2020 AS:
"BIKE-TO-WORK WEEK"
WITH SEPTEMBER 22, 2020 AS BIKE-TO-WORK DAY IN THE CITY OF DUBUQUE, IOWA
