on July 27, 2020.
Due to the COVID-19 pandemic and mandates for social ;
distancing, this meeting was conducted virtually and aired �

Mayor Buol read the ca11 and stated this is a special '�
session of the City Council called far the purpose of filing a �
vacancy in the Office of Ward One Ciry Council and conducting li
a work session on Black Lives Matter: Diversity, Equity, and ��
Inclusion. i;
ACTION ITEMS ��
1 a Appointment to the Office of First Ward City Council: �
Following discussion of the candidates, the City Council did a ���
roll-call vote that resulted in no majority: Farber 2 = ��

Sprank, Cavanagh; Lynch 3 = Jones, Buol, Roussell; Sunleaf 1 = '!
Resnick.
Mayor Buol called for another roll-call vote that resulted
in Farber = 2 (Sprank, Cavanagh); Lynch = 4 (Jones, Resnick,
Buol, Roussell). �

Motion by Jones to receive and file the documents and adopt !,i
Resolution No. 227-20 Filling the vacancy in the Office of �
City Council 1Vdember for the First V41ard that appointed Kevin 7. '{
Lynch to serve for the period until the next pending election j;
as defined in Iowa Code *69.12. Seconded by Roussell. Motion i;
carried 6-0. I

and Inclusion �
Part I of II �
1. Black Lives Matter: Diversity, Equity &Inclusion-Part �
I of II: City staff and network partners provided information
and presentations to City Council in advance of the Council's ;i
annual goal-setting scheduled for August 10-12 about the work �
being planned and done in the community to improve the �
experience of black and brown individuals in Dubuque. �
City Manager Van Milligen gave opening remarks, read a
Letter to the Editor of the Telegraph Herald newspaper from
Gerald Smith from June 11, 2020 entitled "More Wlute Voices
Would Help Bring Racial Equity." A video of the Solidarity �
mural on the Five Flags Center was shown. Mr. Van Milligen �
then read a letter from a citizen on how the mural had '�
impacted the writer. �
Assistant City Manager Cori Burbach introduced the work �
session topics and presenters.
