INTRODUCTION
The purposes of this memorandum are to provide information and recommend City
Council approval of the attached limited winter maintenance agreement with Dubuque
County.
BACKGROUND
The Dubuque County Supervisors wish to improve winter maintenance service levels on
county roads which provide access to the John Deere Dubuque plant. Due to limited
county resources during the over night hours the City was contacted to provide this
service.
DISCUSSION

several County roads serving the John Deere Dubuque plant. They are John Deere
Road South — HWY 3 to Rose Spur, John Deere Road West— John Deere Road South
to HWY 3, and Peru Road — Riverside to John Deere Road. In order to meet these
needs the Public Works Department and the Dubuque County Secondary Roads
Department developed a winter roadway agreement in which the Public Works
Department would provide winter maintenance service on sections of county roads
listed between the hours of 7:00 pm and 4:00 am during winter events and City plows
are dispatched. In consideration, the County will pay $11,000 annually for this service.
ACTION STEP
