INTRODUCTION
The purpose of this memorandum is to present the September 30, 2020 Consent
Decree Semi Annual Report to the City Council that was submitted to the U.S.
Environmental Protection Agency on September 25, 2020.
BACKGROUND
The City of Dubuque is under a Consent Decree according to Case 2:11-cv-01001-EJM,
United States of America and the State of lowa v. the City of Dubuque, IA (N.D. lowa),
Civil Action Number 2008V00041, DOJ Case Number 90-5-1-1-09339 effective June
27, 2011. Per the Consent Decree, the City is required to submit a Semi Annual Report
on March 31 St and September 30t" after the effective date of the Consent Decree.
DISCUSSION
The purpose of the Semi Annual report is to provide information related to the City's
efforts to comply with the Consent Decree. The report specifically includes
documentation on all Sanitary Sewer Overflows, a summary and status of projects
including the Water Resource Recovery Center upgrades, a listing of any NPDES
violations, and efforts and actions taken to reduce sources of infiltration and inflow.
ACTION TO BE TAKEN
No action requested. The Semi Annual Consent Decree report is provided for the
information recorded therein.

2.0 Introduction
2.1 BACKGROUND
The City of Dubuque, Iowa is under a Consent Decree according to Case 2:11-cv-01001-EJM,
United States of America and the State of Iowa v. the City of Dubuque, IA (N.D. Iowa), Civil
Action Number 2008V00041, DOJ Case Number 90-5-1-1-09339.
The Consent Decree became effective on June 27,2011 and requires the City to submit semiannual
reports to the Department of Justice (DOJ), Environmental Protection Agency (EPA) and Iowa
Department of Natural Resources (DNR).
2.2 PURPOSE
The purpose of this report is to satisfy Section VIII,Paragraph 25 of the Consent Decree.Paragraph
25 requires the City to submit semiannual reports on March 31 and September 30 after the
Effective Date (June 27, 2011). The report includes summary information regarding events and
activities performed in the prior six months. Therefore, the "reporting period" shall refer to the
time between March 30, 2019 and September 30, 2019, minus the document transportation dates
to ensure deliver of the report by the deadline.
2.3 REPORT SUMMARY
Paragraph 25 of the Consent Decree requires the semiannual reports to include specific information
as well as a summary of the status and progress of all projects and programs required by Sections
V and VI of the Consent Decree. Table 2-1 lists how the required information is organized in this
report.

3.0 Sanitary Sewer Overflows
3.1 SANITARY SEWER OVERFLOW RECORD
There was one (1) wet weather and one (1) dry weather sanitary sewer overflow during the six-
month reporting period. Table 3-1 lists the locations and details of the overflows. The times
reported as Start Times document when the call came into the Public Works department. The
precise start time of the overflow may not be reported as it is dependent upon a member of the
public or City staff observing and reporting the occurrence. The end time is documented as the
time when the Public Warks department was able to return the flow back to the sewer flow line
and contain any spill that may have occurred.

3.1.1 Dry Weather Overflows
3.1.1.1 2035 Admiral Street Basement Backup Overflow
The Public Works Department was notified at approximately 1:00 p.m. on Saturday, May 2, 2020
of a basement backup at 2035 Admiral Street. A maintenance crew was dispatched to the location
and found a blockage in the public main. The line was jetted opened and flow directed back into
the pipe later that afternoon. The blockage was due to a buildup of debris in the line. It is estimated
that 200 gallons of untreated wastewater was discharged into the street as the homeowner's sump
pump was running. It is likely that the discharge reached the North Fork Catfish Creek via a storm
sewer.
3.1.2 Wet Weather Overflows
3.1.2.1 Catfish Creek Lift Station Overflow
At approximately 5:00 pm on July 9, 2020, as a result of a 3-inch rain, the wetwell at the
Catfish Creek Lift Station began to surcharge. The City hired a contractor to start the pump
system that re-routes wastewater from the wetwell ahead to the treatment plant. The system
has been used in an interim basis during heavy rain events until a more permanent setup is
implemented. The contractor attempted to start the pump around 5:15 pm but found a leaking
hydraulic hose on the power unit. They shut the pump down until they could get a backup

power unit delivered to the site. The wetwell continued surcharging until it began overflowing
at approximately 6:15 pm. The Contractor was able to start pump at approximately 6:50 pm.
The overflow lasted until approximately 7:00 pm, when the wetwell was sufficiently pumped
down below the overflow pipe. It is estimated that at a flow rate of 50 gallons/minute for 45
minutes that approximately 2,250 gallons of untreated wastewater overflowed into the Catfish
Creek. The overflow occurred in the evening, during a wet weather event, in which flows in
Catfish Creek were elevated, and therefore likely presented little public health risk.
3.2 SSO'S EFFECT ON PUBLIC HEALTH AND WATER QUALITY
There is always concern regarding public health, welfare and the environment with any overflow
event. City staff conducts visual inspections of the overflow area to document the condition of the
site and to perform clean-up activities as necessary.
The SSO's were reported to the Iowa DNR Manchester Office within 24 hours of discovery. In
the relevant cases, a sign was posted in accordance with the Consent Decree at a location near the
intersection where the overflow occurred.
3.3 MEASURES ENACTED TO MINIMIZE DURATION AND IMPACT
The City minimized the duration and impact of the SSOs by quickly responding to, and taking
steps necessary to halt, the SSOs after they were discovered by City staf£ The City maintains
pumps and hoses to return wastewater flows back to the sanitary sewer system and minimize the
duration of the overflow.
3.4 MEASURES ENACTED TO STOP THE OVERFLOW EVENT
The City takes various steps the eliminate the SSO that depend on the nature of the SSO. First and
foremost, the City dispatches crews in a timely manner to investigate a possible SSO. Those
resulting from debris in the line are typically addressed by jetting the line. The sewer is then
televised to see if there are structural defects that might lead to blockage. When there is excess
flow to the Catfish Creek Lift Station or the Cedar Street Lift Station, the City uses temporary
pumps and hosing to convey the excess flow to other parts of the system that can handle the
additional wastewater.
3.5 MEASURES ENACTED TO PREVENT ANOTHER RECURRANCE
The City of Dubuque 5-year capital improvement plan includes the construction of an additional
forcemain between the Catfish Creek Lift Station and the Water& Resource Recovery Center.
Planning and design funding is currently budgeted with funding for construction tentatively
proposed for the next fiscal year.
3.6 CAPTURING KEY WAY OVERFLOWS
Paragraph 10 of the Consent Decree requires the City to capture all overflows from the manhole
located on Key Way Drive between 3500 Keymeer Drive and 3507 Keystone Drive. No sanitary
sewer overflows occurred at this location during the reporting period.
3.7 WARNING SIGN POSTINGS
Paragraph 10 of the Consent Decree requires that the City post a warning sign at all SSO sites for
at least 6 months after completion of the site cleanup, unless IDNR decides that the sign may be

posted for a shorter period of time or not at all. Signs have been installed and remain at the exterior
overflow locations.

4.0 Water & Resource Recovery Center
Construction Upgrade
The information stated in this section is a restatement from previous Semi-Annual reports, and
remains in the report for reference along with maintained compliance with the Consent Decree's
reporting requirements. New information is presented in Section 4.2.
4.1 PROJECT PLANNING
During its Fiscal Year 2006 goal setting process, the City Council listed the Water Pollution
Control Plant (WPCP) as one of its high priorities. City staff subsequently applied for a State
Revolving Fund (SRF) planning and design loan during the summer of 2006, and plant upgrades
were placed on the DNR Intended Use Plan schedule. Following public hearings and bidding
requirements, the Facility Plan was developed and approved by DNR. The facility's name was
also changed to the Water&Resource Recovery Center(W&RRC).
In October 2008, the team of Strand Associates and IIW Engineers was approved by the City
Council to proceed with the design of the W&RRC upgrades. The NPDES permit was issued by
DNR staff on April 1, 2010, and the plant construction permit was signed by DNR staff on April
5, 2010.
Following public bidding requirements, the City Council approved a contract, and the notice to
proceed was issued August 19, 2010. Table 4-1 lists the revised significant deadlines for the
project, which take into account project delays resulting from force majeure.

4.2 CURRENT PROJECT STATUS
The City of Dubuque's lead engineer, Strand Associates, certified the project as substantially
complete. A copy of the Substantial Completion letter was submitted with the March 31, 2014
Semi Annual Report. The W&RRC is fully operational and with all upgrades completed since
August 2013, well within the compliance date set by the Consent Decree.
As stated in their letter of March 23, 2017, the DNR inspected the W&RRC on 4/2/15 as a
requirement of the SRF program and prerequisite to finalizing the loan(s).It was the determination
of the DNR that the"project is considered complete far the purposes of finalizing the loan(s)."
In March of 2017, the City Council formally accepted the improvements to the W&RRC and
established the final contract in the amount of$54,942,567.00, officially closing the contract.
4.3 BIOSOLID ACCUMULATION PREVENTION AT THE W&RRC
In February 2013, the City installed the new solids handling equipment (two centrifuges), and
entered into a contract with Nutri-Jet Systems of Hudson, Iowa to manage the bio-solids, thereby
preventing accumulation of bio-solids at the W&RRC.

5.2 NPDES PERMIT #3126001 VIOLATIONS AT THE WRRC DURING THE
REPORTING PERIOD
There were no permit violations during the reporting period.

6.0 Inflow & Infiltration Reduction Program
6.1 BACKGROUND
Prior to the Consent Decree date of lodging, the City had initiated a study to identify I/I within
the sewer system utilizing flow meters strategically placed throughout the City. The meters
measured the flow from each Sewershed from a month to eleven months. High levels of I&I
were documented in five of the twelve Sewersheds. Under the Consent Decree, the City agreed
to investigate these five Sewersheds, illustrated in Figure 6-1, before January 1, 2016.
The City completed its preliminary investigation of the five sewersheds priar to January 1, 2016.
As a result, the City has identified the capital improvements necessary to eliminate significant
sources of inflow and infiltration of storm and ground water into the collection system. These
improvements are identified in the Consent Decree Corrective Action Plan.
The City recognizes that its work toward the goal of eliminating sanitary sewer overflows will
continue beyond the sources identified during the investigations priar to January 1, 2016,
therefore the City has invested and continues to invest in long term permanent flow metering of
its collection system. The investment in long term flow metering will not only show the
reduction of inflow and infiltration as a result of capital improvements made to the collection
system,but also highlight areas where additional work may be necessary. Section 6.2 describes
the ongoing flow metering results and effort.
6.2 FLOW METERING
Even though the required investigation into the causes of I&I and their contribution to SSOs as
outlined in the Consent Decree has been completed, the City continues to voluntarily monitor
sanitary sewer flows at key locations throughout the City. This continued collection of flow
metering data will inform the effectiveness of improvements and to observe changes from earlier
flow metering data. During the reporting period, flow data was collected in the Consent Decree
Sewersheds. Appendix A includes a map showing City-wide flow metering at the City's new
permanent flow metering stations that are on a SCADA system.
During the reporting period the region experienced several notable rain events, generally
speaking an hour-long or more rain event with peak intensities greater than 0.5 inch per hour
totaling at least 0.5 inches of rain. The details of each rain event are as follows:

The following sections document the response of the system in Consent Decree sewersheds to
these rains.
6.2.1 Sewershed 5 Flow Metering
The City collects Sewershed 5 flow data via a permanent flow monitor located at the intersection
of West 32"d Street and Central Avenue. Due to the availability of the City's extensive fiber optic
network, it is connected to the City's sanitary sewer SCADA system. The City is capable of real
time monitoring of sanitary sewer flows during rain events. The permanent flow metering station
came online November 13, 2015. The site was selected due to its ease of access, proximity to a
fiber optic network via the traffic control system, electricity, and the ability to review flow data
from the Sewershed in isolation from other sewersheds. The City continues to use Teledyne/ISCO
flow meters and installed the latest generation of flow meter, the Signature meter. The meter body
is installed in a nearby traffic cabinet and it relays real-time flow data and alarms via the City's
fiber optic network. Section 7 of this report includes the corrective actions established for
Sewershed 5 as the City works toward reducing sources of I&L Table 6-1 shows the flow metering
data collected for Sewershed 5.

Comparing the relative peaking factors recorded in 2014 versus those in the years that followed,
the I&I source identification and removal efforts [manhole improvements/replacements and
sanitary sewer lining] in 2015 and 2016 appear to have made a difference. A series of rains in
August of 2018 produced a peaking factor of 12.6. This might be a result of the days of back to
back rain and the antecedent moisture conditions of the soil. A rain on October 1, 2018 followed
by a rainy four-day period from the 6th through the l Oth only resulted in a peaking factor of just
3.6. One noticeable difference is the intensity of the rain. Peaks in August 2018 exceeded 2 inches
per hour while they were less than 1 inch per hour in October 2018. During the current reporting
period, the June, July, and September events did not result in significant spikes in flow due to I&I.
The increase flows measured during the September 2020 rains match closely to the September
2018 event. Both involved rainfall totals around 5.5 inches spread out over several days resulting
in a peaking factor of about 4.5. There was a period in 2019 where the flow measurements a few
days prior to the rains were unusually low (0.11, 0.12, and 0.19 as compared to the more typical
reading ranging from 0.3 to 0.7 MGD making the peaking factors associated with those events
somewhat suspect. Setting aside those as likely anomalies, the spikes due to I&I have been minor.
As expected, the measurements point to higher I&I with increased antecedent moisture content

and rains with peak intensities of more than 1 in/hr. The September 2020 event seems to indicate
that infiltration may be the driver in that the highest peaking factor occurred on the second day
(9/12/20) of rains. Other sewersheds peaked on the first day (9/11/20).
6.2.2 Sewershed 7 Flow Metering
Sewershed 7 is metered as two separate "sub-basins", 7A and 7B, as there is a common high point
manhole where the sub-basins connect but flow in opposite directions. The flow metering reports
therefore reflect the two distinct areas. Appendix C contains a map of Sewershed 7 and the flow
data collected during the reporting period. The data is from the permanent, SCADA flow meters
located at White Street next to Fulton (7A), and at 31 E. 24th Street (7B). Data collected from the
meters during significant rain events is retained and compared to subsequent rain events to observe
emerging patterns. Table 6-2 and Table 6- 3 provide a summary of the flow meter data collected
at meter 7A and 7B respectively.

Although not excessive, the peaking factor continues to spike on occasion. While the City began
making improvements in the sewershed starting in 2014, the remaining public improvements and

Some improvements have been made upstream of ineters 7A and 7B with sanitary sewer manhole
replacements, sanitary sewer main rehabilitation and replacement, and repairs made to sanitary
sewer laterals. The recorded flows at both meter locations appear to show a decrease in "dry
weather" flows, indicating that improvements have reduced the levels of groundwater infiltration
into the system. However, it is clear additional improvements are necessary to reduce inflow.
Additional improvements are scheduled for additional upstream areas through 2027*.
6.2.3 Sewershed 10 Flow Metering
The Sewershed 10 service area has changed since filing of the Consent Decree in 2009 and
completion of the required monitoring period in 2014. Construction of the Upper Bee Branch
Creek Restoration Project started in early 2015 and was substantially completed in the summer of
2017. In general, the project involved the removal of a buried storm sewer and replacing it with a
daylighting the creek. This required the relocation/reconstruction of public utilities, including
sanitary sewer that both serve and/or pass through the project footprint. As a result, all of the flow
originating in Sewershed 10 no longer passes through the original meter at Rhomburg and Kniest
(10-A) as it did prior to 2015. Instead, the area will be monitored from three locations. Two
location maps are in Appendix D, one shows the Sewershed 10 monitoring area pre-2015, the
second shows the three Sewershed 10 monitoring locations that are being added to the City's
permanent flow metering netwark on SCADA.
While two of the three monitoring sites are operational, only one is collecting meaningful data due
to the presence of a temporary siphon downstream of the metered sewer pipe. Installation of an
alternative meter is under design and was scheduled for installation in the summer of 2020.
However, due to the COVID-19 pandemic, that work has been delayed to the summer of 2021. A

westerly sub-sewershed(lOw) is shown in Table 6-5.

Even though the City has made improvements within Sewershed 10, and that has resulted in
decreased levels of I&I as evidenced by the flow meter data shown in Table 6-4, the westerly
sub-sewershed still exhibits higher levels of I&I as reflected in Table 6-5. While the sewer pipe
has the capacity to handle the I&I, the City will continue to monitor the area and consider this
area for additional, temporary flow metering.
6.2.4 Sewershed 11 Flow Metering
The City installed a permanent flow meter within Sewershed 11 as part of the development of a
SCADA system. However, the City has had difficulty keeping the meter operational. Out of
operation for most of 2018, the meter was brought back online in early spring 2019. The flow data
is shown in Table 6-6.

Even though the flow spiked during the 2.9-inch rain on 7/9/20, there were no SSOs related to the
event. This might be due to low soil antecedent moisture. Per the corrective action plan, public
improvements (manhole repairs/replacement and sewer lining/replacement) are scheduled to be
complete by the end of 2022.
6.2.5 Sewershed 12 Flow Metering
Sewershed 12 has a permanent flow meter installed at 1 st Street and Locust Street;this will monitor
all flows passing through the Sewershed. A meter location map and available flow data may be
found in Appendix F. The purpose is to evaluate improvements that were made in Sewershed 12,
which included sanitary sewer CIPP lining, manhole replacement, and sanitary sewer repairs and
establish the benchmark for further work which is scheduled for the area. Flow data collected for
Sewershed 12 is summarized in Table 6-7.

6.3 SOURCE INVESTIGATIONS
6.3.1 Private Property Inspections
Private property inspection progress is reported in Table 6-8. Private property inspections identify
roof drain discharge locations, the presence of stairwell or driveway drains, and the presence of a
sump pit/pump on site. A site passes inspection only if there are no connections of clear water to
the sanitary system. A failed inspection indicates a connection of clear water directly into the
sanitary system. This may include roof drains connected to the sanitary sewer, a stairwell or
driveway drain connected to the building floor drain, or a sump pump plumbed directly to the
sanitary lateral or floor drain within the building. Each improper connection observed during a
private property inspection results in a failure notice. The property owner then has 30 days to
correct the improper connection, at which point a re-inspection of the property is conducted to
verify that the improper connection has been eliminated. If the improper connection has not been
corrected, the City may pursue legal action against the property owner to complete the necessary
work.

No home inspections were performed during the reporting period due to the COVID-19 pandemic.
When inspections resume in 2021,the focus will be on private properties that had failed previously.
6.3.2 Dye Testing
Dye testing is performed in conjunction with private property inspections if the discharge location
of a downspout, exterior stairwell drain, or driveway drain is unknown. The City will use dye to
identify the discharge location(s). If the dye is found in the sanitary sewer, the property owner
receives notice consistent with the private property inspection process described in Section 6.3.1.
During the reporting period, no new areas were dye tested by the City. The City will perform its
own testing, as necessary following private property improvements to confirm improvements have
had the desired effect in eliminating direct sources of storm water inflow.
6.3.3 Smoke Testing
During the reporting period,no new areas were smoke tested.Additional smoke testing is currently
planned for Sewersheds 5 and 10 and will be conducted following private property improvements
to confirm the improvement has the desired effect or prompt further corrective action.
6.3.4 Manholes
The City continues to either fully replace or improve manholes by lining them or by installing lids
without pick holes as part of the City's annual asphalt overlay program.
6.3.5 Sanitary Sewer
The City uses televising footage recorded within a maximum period of five years to determine
improvements. The recorded footage allows the City to view any cracks,leaky joints,illegal lateral
connections, and damaged or broken pipes. The severity of the structural degradation of each pipe
section is rated based on a severity scale following the NASSCO (National Association of Sewer
Service Companies) rating schedule. The rating system is used to assist the city in prioritizing
which pipe sections are in need of immediate improvement. This work combined with the flow
monitoring data provides the City with direction on how and where to make valued capital
improvements.
6.4 CORRECTIVE ACTION PLAN
It is the City's intent to complete the necessary work identified in the approved Corrective Action
Plans in a timely manner.The previous completion schedule remained unchanged since established
in May of 2016. Due to the COVID-19 pandemic, the remaining work and associated
completion dates in the Corrective Action Plan have been delayed a year.
In order to meet the statutory requirement of adopting and certifying its budget by March 31,2020,
the City's Fiscal Year 2021 budget process started in the fall of 2019. It involved collaborative
efforts among various departments and input from citizens. Consistent with past budgets, the
budget recommendations were presented to the City Council at a series of public hearings starting
in February and ending in March, right at the start of the COVID-19 pandemic. As a result, the
City Council was forced to adopt the FY21 budget, and the FY21-25 five-year Capital
Improvement Program, knowing that the anticipated revenue to fund them would be impacted by

COVID-19. So even though they were in the budget, FY20 and FY21 expenditures were frozen,
pending a better understanding of the economic impacts of the COVID-19 pandemic.
Any future adjustments will be outlined in subsequent reports.

7.0 Corrective Action Plan Implementation
Schedule
Far all Public Property projects to be completed by the City, the reporting tables show the dates
reflected in the City's April 2016 Corrective Action Plan Status Update Report with the remaining
work delayed one year as outlined in Section 6.4.
7.1 SEWERSHED 11 CORRECTIVE ACTION PLAN SCHEDULE
The City started to make improvements to the sewershed 11 public system in 2012. All public
improvements (manhole repairs/replacement and sewer lining/replacement) are scheduled to be
complete by the end of�,9��2022.
7.1.1 SS11 Private Property Corrections
The City was unable to work with any citizens to address private issues during the reporting period
due to the COVID-19 pandemic. It remains the City's intent to resume this work when safe to do
so. Because these corrections are associated with private property, the wark is dependent upon
funding from the property owner. The City hopes to work with owners to achieve completion of
the corrections without placing undue financial hardship on the private property owner. In 2014,
the City documented twelve private property owners with sump pump, drive way drain, or
downspout connections to the sanitary sewer system; during the reporting period,these have since
been reduced to one. The remaining connection is a driveway drain. There are several options
available to disconnect the drain from the properry's sanitary sewer lateral however each comes at
a substantial cost to the property owner, and in the event of failure or blockage of an improvement
the owner is greatly concerned that they will experience property damage. Currently the drive way
drain protects the property from flooding, as there are no storm sewers for storm water to enter in
the immediate area. As such,the City is prepared to assist the property owner and install a possible
gravity solution as a back-up or emergency overflow to the mechanical pump that would be
required.
The total number of private property inspection corrections required as reported in the Sewershed
11 Corrective Action Plan dated December 2011 was 79. During follow up smoke and dye testing,
several of those properties tested as not connected were amended to reflect a positive connection
to the sanitary sewer system and became subject to corrective action, as such the number of
properties was adjusted up from 79 to 82. As of this reporting period a total of 81 of the 82 are
corrected.

7.1.3 SS11 Sanitary Smoke Testing: Storm Sewer Corrections
The following tables reflect public sanitary sewer and storm sewer corrections identified in the
Sewershed 11 Corrective Action Plan dated December 2011 and modified in Apri12016. The
completion dates reflect the dates outlined in the Status update report dated Apri12016 and
discussed in Section 6.4.
7.1.3.1 SSll Manhole Correction Schedule
The table below includes six (6) manholes that remain following the 2018 construction season.
These projects are directly tied to the replacement of sanitary sewers located in Wood Street and
Auburn and Custer Street areas. The sanitary sewer mains are scheduled for full removal and
replacement, and the associated manholes below, also need to be removed and replaced.

7.2 SS12 CORRECTIVE ACTION PLAN SCHEDULE
The City started to make improvements to the sewershed 12 public system in 2013. All public
improvements (manhole repairs/replacement and sewer lining/replacement) are scheduled to be
complete by the end of 2027.
7.2.1 SS12 Private Property Inspections Corrections
Although delayed due to the COVID-19 pandemic, the City will continue to work with property
owners to make corrections to their private properties. These are corrections made to private
properties and therefore dependent upon funding by the property owner. The City's intent is to
work with owners to achieve completion of the corrections without placing undue financial
hardship on the private property owner.
The total number of private property inspection corrections reported in the Sewershed 12
Corrective Action Plan was 73. As shown in the table below, only one issue is yet to be corrected.
Line item 59 shows a sump pit without pump; therefore, it is removed from this list as requiring a
connection as the City has verified the sump pump discharge line is not connected to the sanitary
sewer.

7.2.2 SS12 Sanitary Smoke Testing: Private Property Corrections—Laterals
The City will work directly with property owners to determine the degree with which corrective
action is required. The property owners are responsible for both the work and financial

responsibility of the sanitary sewer lateral from the building to the public sewer. The City
acknowledges the financial burden this may place on property owners, and those eligible to receive
assistance may request financial assistance from the City. Televising the lateral may be costly for
private property owners and may not provide conclusive evidence of inflow or infiltration, similar
to televising of public mains. The City will assist the private property owners with financial
assistance, as funds are available, to televise the lateral and perform either dye or flood testing
during the televising operation to determine the condition of the resident's lateral.

The total number of private property smoke detected corrections reported in the Sewershed 7
Corrective Action Plan was 48 properties. This was reduced to 45 as there was duplicate
entries/locations. A total of 17 of the 45 properties have been corrected.
The property owners are responsible for both the work and financial responsibility of the sanitary
sewer lateral from the building to the public sewer. The City acknowledges the financial burden
this may place on property owners. Therefore, the City will assist the private property owners
with financial assistance, as funds are available, to televise the lateral and perform either dye or
flood testing during the televising operation to determine the condition of the resident's lateral.

The section also includes data describing public sanitary and storm sewer corrections identified in
the Sewershed 5 Corrective Action Plan dated November 2014 and modified in April 2016. The
completion dates reflect the dates outlined in the Status update report dated April 2016. All
improvements to the public system within Sewershed 5 have been completed. Improvements to
private systems remain.
7.4.1 SSS Failed and Corrected Private Property Inspections
The City continues to work with property owners to make corrections to their private properties.
These are corrections made to private properties and therefore dependent upon funding by the
property owner. The City's intent is to work with owners to achieve completion of the corrections
without placing undue financial hardship on the private property owner. In Sewershed 5,there were
68 failed private property inspections as listed below, of those, 66 have been corrected.

Sewershed 5 inspections presented a new issue, a sump pit without a sump pump. The area was
more recently developed and properties were permitted to have pits installed without sump pumps;
the sump pumps ar pits discharge line have been verified as not connected to the sanitary sewer
and therefore at this time are not illegal connections and do not require corrective action. However,
the City is considering,what,if any,further action needs to be taken. The list of properties meeting
this description was originally reported in the March 2015 Semi Annual report.
7.4.2 SSS Sanitary Smoke Testing—Private Property Corrections
The original reported private property correction list was 25 properties; this is reduced to 22 as
there were duplicate addresses. A second correction to the following table includes the change of
3047 Woodlawn to 3047 Karen Street; the incorrect address was identified following smoke
testing. To date, 17 of the 22 amended total properties have been corrected.

7.4.3 SSS Manhole Corrections
In Sewershed 5, one hundred and twenty-two (122) manholes were determined to be in need of repair
following smoke testing and physical inspections. These manholes were separated into two groups,
Sewershed 5 Manhole Corrections which are listed below, and Sewershed 5 manhole corrections
specific to the Carter Road Detention Basin Area which are listed in Section 7.4.4. The Manhole
Corrections have been reduced to as two were duplicates, one for 3105 Arbor Oaks and one for
3107 Kerry Court. The table shows public sanitary sewer corrections identified in the Sewershed
5 Corrective Action Plan dated November 2014 and modified in Apri12016. The completion dates
reflect the dates outlined in the Status update report dated Apri12016.
Of the total 98 Sewershed Manhole Corrections, all have been completed. Some originally
scheduled for corrections were removed from the list based on follow up inspections completed in
2015 which showed the manholes to be in acceptable condition.

7.5 SEWERSHED 10 CORRECTIVE ACTION PLAN SCHEDULE
The following tables describe the location and corrective actions necessary to reduce inflow and
infiltration into the sanitary sewer system, along with a proposed schedule for the public
improvements. Due to the complexity of the project (existing sewer running within a few feet of
houses), the improvements associated with the Marquette Place sanitary sewer system were
delayed but are now complete. The City began making improvements to the Sewershed 10 public
system in 2016, and they are scheduled to be complete by October of 2019.

7.5.2 SS10 Sanitary Smoke Testing: Private Property Defects and Corrections
A total of 55 private property sites were identified as showing possible private property defects as
observed during smoke testing. Identifying the source of I&I in a sanitary sewer lateral can be
especially difficult and expensive for an individual property owner. Financial assistance may be
available in the City's budget, far work completed on a private sanitary sewer lateral. Each year a
request is made to fund these line items; however, they are subject to funding availability and are on a
first come first served basis. There were sixteen corrections documented durin the reporting period.

7.5.5 SS10 Sanitary Sewer Replacement
In addition to sanitary sewer rehabilitation, the following table lists sanitary sewer improvements
where CIPP method is not recommended. These locations will require removal and
replacement/relocation of the existing sanitary sewer. The schedule reflects funding, surveying,
design, permitting, and construction of the improvements. The projects may also require
coordination with other utilities and replacement of those utilities,which may alter the construction
schedule, if such a scheduling conflict occurs the City will provide additional information to the
USEPA and the DNR. A series of sanitary sewer pipes at 30rh & Jackson had been scheduled for
replacement. But during the re-design and reconstruction of the larger system that serves that area,
it was determined that is was not necessary to replace all of the sewers. Therefore, these have been
removed from the corrective action plan. All improvements have been completed.

8.0 CMOM Update
8.1 THE CMOM PROGRAM
The City of Dubuque's Capacity, Management, Operation and Maintenance Plan (CMOM)
provides a summary of the City's policies, procedures, practices, and responsibilities associated
with its sanitary sewer collection system. It is the blueprint for the City's managers and field
workers to better manage, operate, and maintain Dubuque's sanitary sewer collection system,
investigate capacity-constrained areas, prevent SSOs, respond to SSOs that may occur, and plan
for future system expansion.
The EPA approved the City of Dubuque's CMOM plan on June 4, 2012.
8.2 CMOM IMPLEMENTATION
As required by Paragraph 13 of the Consent Decree,the City fully implemented the CMOM within
two calendar months (August 4, 2012) of approval by the EPA. Section 6.4 of the City of
Dubuque's CMOM Program, outlines that the City inspects fifty (50) miles of gravity sanitary
sewer each year through various methods including visual inspection, pipeline jetting, or closed-
circuit televising (CCTV). The inspection is in addition to the predictive and preventive
maintenance also prescribed in the CMOM.
The City developed the CMOM to serve as a "living" document. As the City reviews its current
procedures and codes, the CMOM will be updated and new procedures implemented as needed.
Any revisions to the CMOM will be submitted to EPA, DOJ, and DNR for review and approval.
8.2.1 Fats, Oils, and Grease (FOG)
The City purchased software and approved an ordinance amendment to support the W&RRC,
Building Department, and Health Services Department. In addition, the City held a series of
meetings with local food establishments,vendors,plumbers and grease haulers on the revised FOG
program. The meetings were held on September 2, October 14, and November 4, 2014.
As part of the proactive program, the City has a staff inember dedicated to the task of inspecting
food establishments and helping to ensure the proper use of grease interceptors. At inspections,
food establishments are provided with a Best Management Practice poster that is required to be
visible in the food establishment. The FOG Program requires food establishments to apply for an
annual grease discharge permit along with a$100 permit fee. The fee covers the direct cost of staff
time to perform inspections, managing the software and hardware, and vehicle expenses. During
the reporting period, no overflows were attributed to grease.

9.0 Assessments and Engineering Analyses
The City's Engineering Department, Public Works Department and Water &Resource Recovery
Center(W&RRC) staff continue to evaluate and analyze the sanitary sewer collection system and
W&RRC to ensure compliance with all legal requirements.
In the fall of 2018, the City hired Strand Associates (Strand), a consulting engineering firm, to
update the City's hydraulic sewer model and perform a capacity analysis of the Catfish Creek
sanitary sewer interceptor that runs from the Water&Resource Recovery Center and several miles
to the Dubuque Industrial Center West. Updating the hydraulic model will result in several
benefits. An updated model is the most accurate and fastest way to run capacity analysis scenarios
that measure changes to system performance due to various,proposed additions, improvements or
modifications. The updated model will help identify sections of the existing sewer system that are
performing below current industry standards. The proposed study area would start where the force
main pipe connects to the W&RRC, then follow up the farce main upstream to and including the
Catfish Creek Lift Station, the model will then analyze the five primary gravity interceptor sewer
branch lines that serve as the backbone to the Catfish Creek Sewershed which includes DICW and
the Southwest Arterial areas. The work by Strand will also include a review of wet weather
conditions to determine potential sources of excessive I/I. In the spring of 2019, the City installed
temporary flow meters at strategic locations along the Catfish Creek sewer line. The study and
final report are expected during the next reporting period.
The City currently has Closed Circuit Television (CCTV) records and condition assessments of
60%of the gravity sewer system. With the adoption of the Fiscal Year 2020 budget(for the period
of July 1, 2019 through June 30, 2020), a funding plan has been established for the systematic
CCTV inspection, cleaning, and condition assessment of the remaining 40% within a 10-year
period. Inspecting each sewer pipe will provide the condition of each pipe so that the City can
schedule and undertake proactive measures to improve performance levels of the system—identify
degeneration that might lead to blockages, collapses, and/or sanitary sewer overflows. While the
Public Works Department does inspect several miles of sewer each year, their efforts are rightly
concentrated on sewers with known maintenance issues. As a result, there are sections of the City
system that have not been televised within the past fifteen years and their condition remains
unknown. Generally,inspections will be done first on older sewers and those that pose the greatest
risk of failure. Again, these efforts were delayed due to the COVID-19 pandemic.
