Van Milligen - City Manager FROM: Steve Sampson Brown — Project Manager SUBJECT: lowa and Locust Street Parking Ramp Emergency Repairs DATE: September 30, 2019 INTRODUCTION This memo requests the City Council to approve emergency repairs to lowa and Locust Street Parking Ramp decks. DISCUSSION City staff and consulting engineers from WHKS of East Dubuque, IL and Desman Parking of Chicago, IL recently conducted a visual inspection of both of these ramps. During the inspection it was observed that certain localized areas of the parking ramp decks contained small pieces of loose concrete. These pieces of concrete have partially debonded from the deck and may create a potential hazard for pedestrians walking below. It is recommended that work to chip away any loose pieces of concrete in both ramps be started as soon as possible. After the concrete is removed, the metal rebar will be coated to protect it from further deterioration and spot patching will be completed. There is also a few localized areas on the drive ramps and top decks where concrete has deteriorated and could create a walking/slip hazard for pedestrians. The proposed concrete patch repairs will also address these areas. BUDGETIMPACT The estimated cost to repair the parking ramps is estimated to be $300,000 and will be funded by CIP# 730-1385 Major Maintenance on Ramps. ACTION TO BE TAKEN The Engineering Department requests the City Council to authorize the emergency repairs of the lowa and Locust Street Parking Ramp decks in the interest of public safety and welfare through adoption of the enclosed resolution. cc: Crenna Brumwell - City Attorney Gus Psihoyos — City Engineer Jenny Larson — Director of Finance and Budget Russ Stecklein —Acting Transportation Services Director 1 of 1 Prepared by Gus Psihoyos, City Engineer, 50 W. 13th St., Dubuque, IA 52001, 563-589-4276 Return to Kevin Firnstahl, City Clerk, 50 W. 13th St., Dubuque, IA 52001, 563-589-4100 RESOLUTION NO. 312-20 AUTHORIZING EMERGENCY REPAIRS TO THE IOWA AND LOCUST STREET PARKING RAMPS Whereas, portions of the Iowa Street and Locust Street Parking Ramp decks are having areas of concrete come loose and fall due to the age of the ramp; and Whereas, Iowa Code § 384.103 provides that when emergency repair of a public improvement is necessary and the delay of advertising and a public letting might cause serious loss or injury to the city, the governing body shall, by resolution, make a finding of the necessity to institute emergency proceedings and shall procure a certificate from a competent registered professional engineer or architect, not in the regular employ of the city, certifying that emergency repairs are necessary, and that in that event the governing body may contract for emergency repairs without holding a public hearing and advertising for bids; and Whereas, the City Council finds that the conditions in certain areas of the ramp decks are a potential public hazard and constitute an emergency and that an emergency repair of the parking ramps is necessary and the delay of advertising and a public letting might cause serious loss or injury to the City; and Whereas, the City has procured a certificate from a competent professional engineer registered in the State of Iowa, not in the regular employ of the City, attached hereto, certifying that emergency repairs to the parking ramps are necessary. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA THAT: Section 1. The City Council finds that it is necessary to institute emergency proceedings to repair the Iowa and Locust Street Parking Ramp decks. Section 2. Dept. 50 W. 13th St. Dubuque, IA 52001 RE: Dubuque, IA lowa St and Locust St Parking Ramps Preliminary Structural Assessment Dear Mr. Sampson Brown: Per your request, we met with City staff on Monday September 28th and toured the lowa Street and Locust Street parking ramps (located at 701 lowa St. and 830 Bluff St., respectively). City staff pointed out areas of concern where concrete is cracked, crumbling, spalling, or otherwise visibly deteriorated. In several locations, steel reinforcing is exposed on the bottom of ramp decks and beams and surrounding concrete is delaminated and spalling. Loose pieces of concrete in these areas can fall unexpectedly. There are also areas on the top of the deck, at curbs, and expansion joints where deterioration of the concrete has created holes and heaved areas where cars and pedestrians travel. It is my professional opinion that the City of Dubuque should take immediate action to adequately evaluate the condition of both ramps, repair damaged/deteriorated areas to prevent any injury to the public, and take measures to protect the public from potentially falling or loose concrete.
