HOUSING TRUST FUND ADVISORY COMMITTEE

DATE: Thursday, September 22, 2020
TIME: 7:30 a.m.
PLACE: Virtual GoToMeeting due to social distancing guidelines related to the COVID-19
Pandemic
Chairperson Jim Holz called the meeting to order at 7:30 a.m., following staff assurance of
compliance with lowa Open Meeting Law.
Committee Members Present: Michelle Becwar, Amy Eudaley, Jim Holz
Committee Members Absent: Rick Baumhover, Dorothy Schwendinger
Staff Present: Kris Neyen
Certification of Minutes
Motion by Committee Member Eudaley to approve the August 20, 2020 meeting minutes as
submitted. Seconded by Committee Member Becwar. Motion carried 3-0.

New Business
a) Public Hearing: Review and Approve FY2021 Housing Trust Fund Application
Motion by Committee Member Becwar to open the public hearing to review and approve FY2021
Housing Trust Fund Application. Seconded by Committee Member Eudaley. Motion carried 3-0.
Chair Holz inquired if there were any public comments; no public were present to comment.
Motion by Committee Member Eudaley to close the public hearing. Seconded by Committee
Member Becwar. Motion carried 3-0.
Kris Neyen, Rehabilitation Programs Supervisor, stated that the only major changes to this year's
application was to include administrative costs in the grant, adding True North Program and
Affordable Housing Network Inc. (AHNI), as partners and, of course, statistic and data updates.
Committee Member Eudaley inquired if anyflyers are currently in Spanish or Marshallese. Neyen
reported they hope to have program materials available in different languages by January.
After discussion, motion by Committee Member Becwar to approve the FY2021 Housing Trust
Fund Application as submitted. Seconded by Committee Member Eudaley. Motion carried 3-0.
b) Update of Trust Fund Activities
Neyen reported that since the mailing went out for this meeting, she received two more
homebuyer applications in the expanded targeted area. Neyen stated she anticipates the 2019
Grant will be closed out by the end of this calendar year.
Information Sharinq
Neyen reported Fair Housing Training will be held in October. A list of the date and times of the
training is included in your packets. She asked that they let her know when they will be attending
and she will get it to the appropriate staff person.

There being no further business, motion by Committee Member Eudaley to adjourn at 7:48 a.m.
Seconded by Committee Member Becwar. All in favor, motion carried.
