Whereas, lead exposure to children, particularly those under the age of 6, can result from multiple
sources and can cause irreversible and lifelong health effects; and
Whereas, over 80% of the City of Dubuque's housing stock was constructed prior to 1978 when
lead levels became highly regulated in residential paint; and
Whereas, children's blood lead level testing rates have decreased due to the COVID-19
pandemic, which is the primary way of detecting elevated blood lead levels; well-child
visits have resumed and it is critical to have children tested for lead poisoning as the
symptoms are commonly unapparent; and
Whereas, lead poisoning is preventable; the key is to keep children from coming into contact with
lead, especially lead-based paint; and
Whereas, there are simple steps that can be taken to protect all family members from lead-based
paint hazards in the home, including the City of Dubuque's Lead Paint Hazard
Reduction Program; and
Whereas, the City's HUD Lead Paint Hazard Reduction Program has made 1,300 housing units
lead safe since 1997, with a total of 1400 to be completed by September 2022.
