PLACE: Conference Room A, City Hall, Dubuque, IA. CHAIR: Tom Giese MEMBERS PRESENT: Gary Hillard, Corey Valaskey, Tom Giese, Jack Papin MEMBERS ABSENT: Mike Kelly, Dave Grothe STAFF: Tom Reed MEDIA: None OTHERS: None Meeting called to order by Tom Giese at 4:18 P.M. Tom Giese read the minutes from last meeting. Motion made by Jack Papin to receive and file previous meetings minutes seconded by Gary Hillard. Discussion was held on election of new chairperson, the board decided to table until next meeting. Motion made by Gary Hilliard seconded by Jack Papin to accept the International Residential Code Chapters 12 through 24 in their entirety. Motion carried 4-0. Motion was made by Corey Valaskey and seconded by Jack Papin to accept International Mechanical Code 2009 in its entirety. Motion passed 4-0. Discussion was held on International Fuel gas Code 2009 Sections 406.4, 406.4.1 and 406.4.2. The board directed the Mechanical Inspector to research gauges that the city would accept for gas pressure testing. Tom Reed stated that most of the gas pressure tests were on ¼ lb gas piping systems and then 2lb. Corey Valaskey stated that possibly we could require a 1lb test for 15 minutes for ¼ and 2 lb. gas piping systems and a 60 lb test for 30 minutes on any higher pressure gas piping system. Discussion was held on International Mechanical Code 2009 section 1101.10 Locking Access port caps. Gary Hillard provided the board with a lot of research that he had done on the issue. He quoted the city of San Antonio Texas which has seen a substantial number of deaths from ‘huffing’ or inhaling Freon. This crisis has lead to the new section in the 2009 code addressing a more substantial deterrent to accessing the refrigeration valves. Gary also stated that Johnson Supply carried the ”No Vent” caps for $5.60. The board agreed to not amend this section of the 2009 code. Motion to adjourn at 18:01P.M.
