Proof of Publication_City Council Proceedings 4 19 10 Special SessionCITY OF DUBUQUE, IOWA CITY COUNCIL PRO- CEEDINGS OFFICIAL The Dubuque City Council met in special session at 5:30 p.m. on April 19, 2010 in the Historic Federal Build- ing. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Voetberg; As- sistant City Manager Steinhauser, Assistant City Attorney O'Brien Mayor Buol read the call and stated this is a special session of the City Council to discuss the design of the new Airport Passenger Ter- minal. WORK SESSION Airport Passeng Terminal Design Airport Manager Rob- ert Grierson introduced Airport Commission members Mike Santillo and Steve Accinelli; staff members Todd Dalsing and Cheryl Sheldon; project con- sultants Brad Hamilton, Randy Vogel, and Dduglas Gregory, of Crawford, Murphy, & Tilly, Inc., Consulting Engineers, and Chris Wand of Durrant Group. Mr. Grierson provided a brief history of the project stating that it is at the preliminary de- sign phase. The pur- pose of the work ses- sion Is to provide City Council with informa- tion on the project's status, budget and time table before en- tering the design phase. Mr. Vogel pro- vided a slide presenta- tion outlining the proj- ect. • Project Needs: In- cluding outdated and deficient existing facili- ty; enhanced security, insufficient expansion area, and development plans • Efforts to Date o Terminal Area Study o Benefit -Cost Analysis o Master Plan Update . o Environmental Assessment o Land Acquisition • New Terminal Facility Project o Preliminary Phase Engineering o Proposed Configuration/ Layouts o Funding Sources • Action Items: Includ- ing complete prelirni- nary phase design re- port, seek review and comment, coordinate federal, state, and local funding procurement, public interaction, ini- tiate site preparation, initiate bidding. Responding to ques- tions from City Council, Grierson stated that re- gional charters arrive once per month. The University of Dubuque has requested to rent the old terminal once it is brought up to stand- ards for re -use. Federal funding support will be spread over seven years. Sustainability/LEED options are being inte- grated into the project. Curbside check -in has not yet been discussed.
