Proof of Pubication_City Council Proceedigns 4 28 10 Special SessionCITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS The Dubuque City Council met in special session at 5:00 p.m. on April 28, 2010 in the Historic Federal Build- ing. Present: Mayor Pro - Tem Resnick, Council Members Braig, Connors, Lynch; City Manager Van Milligen, City Attorney Lindahl Absent: Mayor Buol, Council Members Jones and Voetberg Mayor Pro -Tem Res- nick read the call and stated this is a special session of the City Council to act upon such business that may properly come before the City Council. Liquor License: Re- quest of Curtis Gerhard, Knickers' Sa- loon, for a Class "C" Beer /Liquor License (One -Day Outdoor Service) for a special event on May 1, 2010. Motion by Lynch to re- ceive and file the docu- ments and adopt Reso- lution No. 123 -10 Grant- ing the issuance of a Class "C" Liquor Li- cense (One -Day Out- door Service). Seconded by Braig. Motion carried 4-0. Advanced Metering Infrastructure Project: City Manager recom- mending approval of agreements with Inter- state Power and Light Company and Interna- tional Business Ma- chines Corporation for the Advance Metering Infrastructure Project and the Iowa Power Fund Board Contract for a Grant of $1,400,000 to the City of Dubuque. Motion by Connors to receive and file the documents and adopt Resolution No. 124-10 Approving Agreements with Inter- state Power and Light Company and Interna- tional Business Ma- chines Corporation for the Advanced Metering Infrastructure Project and approving an Iowa Power Fund Board Con- tract for a grant for the Project. Seconded by Braig. Responding to ques- tions from City Council, Van Milligen explained that this project is the energy consumption component of the Smarter City model. Community education efforts are being coor- dinated through com- munity agency part- nerships and the City's Sustainabllity office. No local tax dollars are used in the portion of the initiative. Grant payments will be paid to IBM for project serv- ices from the City. The community will benefit from job creation and savings on utilities. Du- buque 2.0 is a three- to five -year community dialogue program sponsored by the Com- munity Foundation of Great Dubuque and the Dubuque Area Cham- ber of Commerce. The City organization will also benefit from con- serving energy resour- ces and could possibly realize a profit. Dubu- que is poised to be- come an international model of sustainability for other communities and corporations. Van - Milligen stated that should the project fail, the City is at risk of losing $175,000. Infor- mation on the City's sustainability programs can be obtained from the City's website or by contacting City Hall. Motion carried 4 -0.
