The Kephart Building Improvement Project was completed by Klauer Construction Company of Dubuque, Iowa, in the final contract amount of $710,273.51, which is a 22.9% increase from the original contract amount of $557,992.00. The cost increase was due substantially to unforeseen conditions that required repairs to the building's structural framing and exterior envelope. Additional insulation was also added to improve overall energy efficiency and reduce long term operating costs. Minor increases to the contract were also authorized for modifications to the mechanical, electrical and plumbing systems along with adjustments to the interior finishes. BACKGROUND The Kephart Building Improvement Project consisted of a remodel to the first floor and basement of the former Kephart Music Building, located at 1157 Central Avenue in Dubuque, Iowa. 1. First Floor 2. Basement Other - Conversion of the space to the Multicultural Family Center. — Selective demolition. - Addition of a sprinkler system. — Addition of a stairwell and elevator to all levels. - Work included: wood studs and gypsum board, new finishes, a fireplace, ADA required improvements, new furnishings and new HVAC /electrical systems. - A portion of salvaged materials from the Roshek Building was re -used, including some bathroom fixtures and accessories, and ceiling tile. — Selective demolition. - Addition of a sprinkler system. - Work included: Partial renovation to include stairwell and elevator, new mechanical and electrical spaces. Miscellaneous exterior work: Masonry tuckpointing and reworking the existing storefront to include a new entry. The existing roof materials were removed and replaced on the high and low roofs with new insulation and a new membrane. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution to accept the improvements and to authorize the payment of the contract amount of $710,273.51 to Klauer Construction Company for the Kephart Building Improvement Project. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor from the Kephart Building Improvements Capital Improvement Project, Dubuque Racing Association distribution, sales tax, Community Development Block Grant funds, general obligation bonds (TIF abated) and general funds appropriations for the contract amount of $710,273.51 less any retained percentage provided for therein as provided in Iowa Code chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code chapter 573.
