Sealed bids were received for the Asbury Road and IA 32 Traffic Signal & Grading
Project. City Engineer Gus Psihoyos recommends award of the contract to the low
bidder, McDermott Excavating, in the amount of $316,462.55, which is 33.08% under
the engineer's estimate.

The enclosed resolutions authorize the award of the Asbury Road and IA 32 Traffic
Signal & Grading Project - Iowa DOT Project No. TSF -32- 1(28)-- 92 -31.
DISCUSSION
The Asbury Road and IA 32 Traffic Signal & Grading Project will provide for the
following: grading of the southbound right -turn lane to accommodate shifting of through
lanes for southbound and northbound dual left -turn lanes at Asbury Road and IA 32
(Asbury Road); milling HMA pavement; traffic signal modifications; HMA paving;
temporary pavement marking; and drainage improvements.
BID RESULTS
The City of Dubuque received the following bids for the Asbury Road and IA 32 Traffic
Signal & Grading Project - Iowa DOT Project No. TSF -32- 1(28)-- 92 -31. On May 11,

RECOMMENDATION
I recommend that the contract for the Asbury Road and IA 32 Traffic Signal & Grading
Project - Iowa DOT Project No. TSF -32- 1(28)- -92 -31 be awarded to McDermott
Excavating of Dubuque, Iowa, in the amount of $316,462.55, which is 33.08% under the
engineers estimate. This project has a start date of June 1, 2010 with a contract
completion date of August 16, 2010.

Whereas, sealed proposals have been submitted by contractors for the Asbury
Road and IA 32 Traffic Signal & Grading Project - Iowa DOT Project No. TSF-32- 1(28) --
92-31 (the Project) pursuant to Resolution No. and Notice to Bidders published in
a newspaper published in the City of Dubuque, Iowa on the 23 day of April, 2010.
Whereas, said sealed proposals were opened and read by the City of Dubuque
on the 11 day of May, 2010 and it has been determined that McDermott Excavating of
Dubuque, Iowa, with a bid in the amount of $316,462.55, is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to
McDermott Excavating, subject to the concurrence by Iowa Department of
Transportation (Iowa DOT), and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.

Dear Dave:
In accordance with owner instructions, bids for the Asbury Road and IA 32 Traffic Signal and
Grading project were opened and read at 2 :00 p.m. on May 11, 2010. Three (3) bids were
received for this project. A tabulation of the bids is enclosed.
After reviewing the bids, it was determined the low bid was submitted by McDermott
Excavating of Dubuque, Iowa, in the amount of $316,462.55.
McDermott Excavating has the experience, workforce and equipment to properly complete this
contract. We recommend award of Asbury Road and 1A 32 Traffic Signal and Grading project
to McDermott Excavating in the amount of $316,462.55 pending approval by the DOT, who
needs to review and approve the award in accordance with the Traffic and Safety funding
agreement.
The engineer's estimate for this project was $472,907.00. The low bid of $316,462.55 is
$156,444.45 or 33% below the engineer's estimate.
