INTRODUCTION
The purpose of this memorandum is to seek concurrence in the selection of Veenstra &
Kimm, Inc. from West Des Moines, IA, as the professional design consultant to

complete the 9 and 11 Street one-way to two-way traffic study to evaluate the
conversion of one-way to two-way traffic.
BACKGROUND
As part of the Historic Millwork District Master Plan, the Cunningham Group
(Minneapolis, Minnesota) recommended 9th street, between Bluff and Elm, and 11th
Street, between Central and Elm, be converted from one-way to two-way streets. The

study would evaluate the potential for converting 9 Street, between Locust Street and
th
Kerper Boulevard, from one-way to two-way traffic and converting 11 Street from one-
th
way to two-way traffic between Central Avenue and Kerper Boulevard. In addition, 10
Street, between Bluff Street and Central Avenue, will be evaluated for possible
conversion to two-way traffic.
Currently, portions of these streets are under Iowa DOT jurisdiction since they serve as
US 52 truck routes. In the discussions with the Iowa DOT, it was advised that the City
conduct a study to evaluate the feasibility of such change and potential traffic impact.
On March 18, 2010, Dubuque Main Street and City staff held an open house with
impacted property owners to discuss the potential conversion and its impact. The

general consensus of those in attendance was strong support of converting 9 and

11 Streets from the one- to two-way street design.

The professional consultant services contract for the 9 Street & 11 Street Traffic
Study: One-Way to Two-Way Conversion will include the following:

Study current traffic flow patterns on 9, 10, and 11 Streets between Locust Street
and Kerper Boulevard.
Provide traffic summaries for a variety of corridor improvement/modification
scenarios.
Provide horizontal roadway concepts for the study corridors.
Provide cost estimates for the roadway improvements recommended in the
vicinity of the Historic Millwork District.
CONSULTANT SELECTION PROCESS
The selection ranking was based upon the overall strength of information provided in
the Consultant’s response proposal submitted and the Consultant's demonstrated
competence, experience and qualifications.

On April 20, 2010, five consultant response proposals were received and are as follows:
Veenstra & Kimm, Inc. (West Des Moines, IA)
Strand & Associates (Madison, WI)
WHKS, Inc (East Dubuque, IL)
Snyder & Associates, (Ankeny, IA)
HDR, Inc, (Omaha, NE)
On April 29, 2010, the Consultant Selection Committee met to evaluate and rate each of
the consultants. The Committee carefully deliberated each consultant’s strengths and
weaknesses. Although each of the consultants was uniquely qualified, the Consultant
Selection Committee selected Veenstra & Kimm, Inc. of West Des Moines, IA as the
first-ranked consultant to determine theinterest and capabilities to complete the traffic

study of 9 and 11 Streets.
DISCUSSION
Veenstra & Kimm, Inc. is currently working on the plans and specifications for the
Historic Millwork District Street Reconstruction and Streetscape Project. V&K responded
to the RFP and also suggested an alternate approach to reduce cost to the City for the
traffic study. Because of V&K’s recent work on the Historic Millwork District construction
documents, their experience and their relationship with area businesses and property
owners, the committee feels that V&K should be very successful in this project.
The study is to be completed within six months following the execution of professional
services agreement.
RECOMMENDATION
Based on the extensive review of the proposals, the Consultant Selection Committee
recommends that the City negotiate a Professional Services Agreement and execute a
contract with Veenstra & Kimm, Inc. This will be for consultant services to complete the

traffic study of 9 and 11 Street.
BUDGET IMPACT
The budget for the work outlined in the RFP is estimated to be in the range of $38,300 -
$55,100 depending on the negotiated final scope of services. The consultant work will
be funded from the following Capital Improvement Program appropriations: CIP 250
1228 - Downtown Traffic Study.
ACTION TO BE TAKEN

I respectfully request that you approve Veenstra & Kimm, Inc. to perform the 9 and 11
Street one-way to two-way traffic study and that you allow Engineering to negotiate a
Professional Services Agreement. Once the scope has been agreed to, Engineering
requests you execute a contract with Veenstra & Kimm, Inc. for the consultant design
services to complete the project.
