TO: The Honorable Mayor and City Council Members
FROM: Michael C. Van Milligen, City Manager
SUBJECT: Amendment to City Ordinance 9-14-321.640 and 9-149321.651
DATE: October 26, 2020
Interim Director of Transportation Services Russ Stecklein recommends City Council
approval to amend City of Dubuque Code of Ordinances to allow for the City Manager
to establish fees and charges for the various ramps and lots.
The current version of the ordinance requires fees and charges for parking ramps to be
approved by the City Council while fees and charges for parking lots are currently set by
the City Manager. The City is currently exploring a new smart parking platform which
may require the ability to use a variable rate system determined by demand and usage
in the existing and planned parking ramps and lots within the City. It is believed that
having flexibility, determined by demand, and providing a quality and equitable product
for the consumers of City services is a priority for the City Organization. Amending the
ordinances now will allow a seamless transition when a smart parking platform is
implemented.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Amendment of City Ordinance 9-14-321.640 and 9-149321.651
DATE: October 19, 2020
BACKGROUND:
This purpose of this memo is to request amending City of Dubuque Code of Ordinances
Title 9 Motor Vehicles and Traffic, Chapter 14 Parking, Division 2 Municipal Parking
Ramps, Section 9-14-321.640 Fees and Charges; and Division 3 Municipal Parking
Lots, Section 9-14-321.651 Establishing Special Use Fees for Municipal Parking

DISSCUSSION:
The current version of the ordinance requires fees and charges for parking ramps to be
approved by the City Council with your recommendation while fees and charges for
parking lots are currently set by the City Manager. We are currently exploring a new
smart parking platform which may require the ability to use a variable rate system
determined by demand and usage in the existing and planned parking Ramps and Lots
within the City. We believe having flexibility, determined by demand, and providing a
quality and equitable product for the consumers of our services is a priority for the City
Organization. Amending the ordinances now will allow a seamless transition when a
smart parking platform is implemented.
City Attorney Crenna Brumwell has drafted an amendment to the ordinance that would
allow for the City Manager to establish fees and charges for the various Ramps and
Lots.
REQUESTED ACTION:
I request City Council approval to proceed with the recommended Code of Ordinance
amendment.
