Van Milligen, City Manager SUBJECT: Amendment to City Ordinance 9-14-321.640 and 9-149321.651 DATE: October 26, 2020 Interim Director of Transportation Services Russ Stecklein recommends City Council approval to amend City of Dubuque Code of Ordinances to allow for the City Manager to establish fees and charges for the various ramps and lots. The current version of the ordinance requires fees and charges for parking ramps to be approved by the City Council while fees and charges for parking lots are currently set by the City Manager. The City is currently exploring a new smart parking platform which may require the ability to use a variable rate system determined by demand and usage in the existing and planned parking ramps and lots within the City. It is believed that having flexibility, determined by demand, and providing a quality and equitable product for the consumers of City services is a priority for the City Organization. Amending the ordinances now will allow a seamless transition when a smart parking platform is implemented. Section 9-14-321.640 of the City of Dubuque Code of Ordinances is amended to read as follows: 9-14-321.640: FEES AND CHARGES: The city manager is authorized to establish fees and charges for parking of motor vehicles in the municipal parking ramps. Section 2. Section 9-14-321.651 of the City of Dubuque Code of Ordinances is amended to read as follows: 9-14-321.651: ESTABLISHING SPECIAL USE FEES FOR MUNICIPAL PARKING LOTS: The city manager is authorized to establish fees and charges for the rental of city lots or portions of lots.
