Van Milligen, City Manager SUBJECT: 2020 Asphalt Overlay Access Ramp Project 3-B (CIP 3001227) DATE: November 8, 2020 City Engineer Gus Psihoyos is recommending acceptance of the construction contract for the 2020 Asphalt Overlay Access Ramp Project 3-B, as completed by S&S Builders, in the final contract amount of $62,706.51, which is a 4.70% increase from the original contract amount of$59,892.86. The increase was due to added City warranty sidewalk work for stump removals of City trees and unexpected concrete pavement under asphalt at Grant Street and Hilcrest Road Street intersection. The project replaced seventeen non-compliant access ramps with twenty compliant, directional ramps as per Public Right of Way Accessibilities Guidelines specifications in conjunction with the Public Works Asphalt Overlay Program in the area of Hillcrest Road between Grant Street and Admiral Street, also including Short Street and Aurora Street. BACKGROUND The project replaced seventeen non-compliant access ramps with twenty compliant, directional ramps as per Public Right of Way Accessibilities Guidelines (PROWAG) specifications in conjunction with the Public Works Asphalt Overlay Program in the area of Hillcrest Rd between Grant St. and Admiral St., also including Short St. and Aurora St. DISCUSSION The 2020 Asphalt Overlay Access Ramp Project 3-B was completed by S&S Builders of Dubuque, IA in the final contract amount of$62,706.51. This is a 4.70% increase of the original contract amount of$59,892.86. Prepared by: Luke Steger, Engineering Technician cc: John Klostermann, Public Works Director Arielle Swift, Assistant Public Works Director Jenny Larson, Budget Director Jon Dienst, Civil Engineer II Paul Davis, Public Works Supervisor 2 RESOLUTION NO. 344-20 ACCEPTING THE 2020 ASPHALT OVERLAY ACCESS RAMP PROJECT 3-113 AND AUTHORIZING THE FINAL PAYMENT TO THE CONTRACTOR WHEREAS, the public improvement contract for the 2020 Asphalt Overlay Access Ramp Project Three 3-6, (the Project) has been completed by the Contractor, S & S Builders (Contractor), and the City Engineer has examined the work and signed a certificate stating that the Project has been completed according to the terms of the Public Improvement Contract and that the City Engineer recommends that the Project be accepted; and WHEREAS, the final contract amount for the Project is $62,706.51; WHEREAS, the Contractor has previously been paid $59,571.18, leaving a balance of $3,135.33; and WHEREAS, the City Council finds that the recommendation of the City Engineer should be accepted. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved, and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor from the Curb Ramp Program CIP appropriations for the contract amount of $62,706.51 less any retained percentage provided for therein as provided in Iowa Code. Section 3. The Finance Director is hereby directed to pay to the Contractor the balance of the retainage of $3,135.33 as provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code chapter 26.13.
