Commissioners Present: Chairperson Bill Doyle; Commissioners Brandi Clark, Melissa Daykin Cassill, Christina Monk, David Klavitter, John McAndrews, Rick Stuter, and Joseph Rapp. Commissioners Excused: Craig Reber Commissioners Unexcused: None. Staff Members Present: Wally Wernimont and Chris Happ Olson. CALL TO ORDER: The meeting was called to order by Chairperson Doyle at 5:30 p.m. MINUTES: Motion by Klavitter, seconded by Monk, to approve the minutes of the August 20, 2020 meeting as submitted. Motion carried by the following vote: Aye — Daykin Cassill, Monk, Klavitter, McAndrews, Stuter, Rapp, and Doyle; Abstain — Clark; Nay — none. ITEMS FROM PUBLIC: No items from the public. ITEMS FROM COMMISSION: No items from the Commission ITEMS FROM STAFF: • Update: City of Dubuque Leisure Services — Eagle Point Park Continued Phase I Archaeology Survey Staff Member Happ Olson provided an update with regards to the Eagle Point Park Continued Phase I Archeology Survey. She noted the city received a CLG grant for the archeology survey of land that was donated to the City of Dubuque. She explained that a boundary survey would be conducted to identify the property lines. She referred to the proposal from Wapsi Valley Archeology who was selected as the contractor. She discussed maps located in the HPC packet that shows the location Minutes — Historic Preservation Commission October 15, 2020 Page 2 of the proposed area to be surveyed. Engineering Staff is conducting the boundary survey and Wapsi Archeology would start work in November. She said the report would be completed this winter. Chris Olson noted that Planning Services Manager Wally Wernimont presented an update to the Parks and Recreation Commission. She stated that she will present an update to the Indian Advisory Council on Friday October 16, 2020. The Commission discussed the location of areas to be surveyed. • Update, Impact, and Response: Loras Boulevard explosion 9/28/2020 Staff Member Happ Olson provided an update on the Loras Boulevard explosion. She explained that 459 Loras Blvd is a total loss. She noted the damage to the buildings were largely window damage. She explained that Planning, City Manager, Housing & Community Development, Fire, Police and Building were on site. She explained that 15 houses were temporary condemned to allow city staff to inspect before they would allow anybody into the structure. She noted she conducted a survey assessment of properties affected by the blast the following day, developed an ad-hoc addendum to the Architectural Guidelines, and developed a list of contractors that specialize in historic elements. These items were shared with other responding departments that were largely focused on triage for residents and securing of property at first, and rehabilitation second. Planning Services Manager Wernimont provided an update on the condition of 465/469 Loras Boulevard, which was largely affected due to it's closest proximity to the blast site and the need for water as fire suppression, being so close to the house and gas flare fires. ADJOURNMENT: Motion by Monk, seconded by Daykin Cassill to adjourn the Commission meeting. Motion carried by the following vote: Aye — Daykin Cassill, Monk, Klavitter, McAndrews, Stuter, Rapp, Clark and Doyle; Nay— none.
