SlGNATU § 13-14 DUBUQUE CODE (8) Participate with the Dubuque area chamber of commerce, the hotel and restaurant in- dustry and other interest groups to pro- mote and develop the convention and tourism business for the Dubuque area. (Code 1976, § 10%-24) Sec. 13-15. Programs, projects and services, conformity to legal and policy re- strictions. All programs, projects and services to be devel- oped by the commission must conform to the pol- icies of the city and to applicable local, state and federal laws, rules and regulations. (Code 1976, § 10%-25) Sec. 13-16. Solicitation and acceptance of do- nations and gifts. The commission may solicit and otherwise ac- cept donations and gifts of money, personal prop- erty and personal services. All such monies and personal property as received shall become the property of the city for the general use for the support of the civic center and its programs un- less such items have been designated by the do- nors for specific purposes. (Code 1976, § 10'~-26) Sec. 13-17. Membership, appointment. (a) The commission shall be comprised of a membership of five (5) persons, who shall be ap- pointed by the Dubuque City Council for terms of two (2) years. Two (2) of the initial appointments shall be for a term of one year, three (3) of such initial appointments shall be for a term of two (2) years. fo) Upon completion of their term of office, mem- bers of the commission shall continue to serve in their full capacity until a successor has been duly appointed. (c) Membership on the commission shall be lim- ited to persons who are residents of the city. (d) On and after July 18, 1983, the terms of members of the commission shall be for three (3) years. Terms of those members originally sched- uled to expire June 29, 1984, shall be extended to expire June 29, 1985, and terms of those members originally scheduled to expire June 29, 1985, shall be extended to expire June 29, 1986. Thereafter all terms shall be for three (3) years. (Code 1976, § 101/z-27) Sec. 13.18. Vacancies in membership. A vacancy caused by death, resignation or oth- erwise on the commission shall be promptly filled by the Dubuque City Council for the unexpired term of office. (Code t976, § 10%-28) Sec. 13-19. Attendance at meetings, fre- quency required; record of atten- dance. (a) Members of the commission shall attend at least two-thirds (%) of all regularly scheduled and held meetings within any twelve-month period. If any member does not attend such prescribed number of meetings, it shall constitute grounds for the commission to recommend to the Dubuque City Council that said member be replaced. (b) The attendance of all commission members shall be entered upon the minutes of all meetings by the secretary. (Code 1976, § 10%-29) Sec. 13.20. Compensation. Powers: The Commission shall have the following powers, duties and responsibilities: (1) To provide a leadership role in the plan- ning, coordinating and sponsoring of a periodic community pl~nlng process; (2) To coordinate and supervise the prepara- tion and maintenance of the Comprehen- sive Plan; (3) To provide input to the City Manager in the preparation of the City Manager's recommended multi-year capital im- prevement program (CIP); (7) To review proposed urban renewal plans and urban renewal plan amendments and urban revi~lization plans and urban revitalization plan amendments for con- sistency with the Comprehensive Plan for the City; (8) To undertake public information efforts to enhance public understanding of the community pl~..i.g process generally and the Comprehensive Plan specifically; and (9) To undertake from time to time other specific long-range p}znning projects which may be referred to it by the City Council. The City Council shall have the authority to establish or revise the priorities of the Commis- sion. (b) The expiration date for all terms of office shall be June 30 of the appropriate year. (c) Membership on the Comr-ission shall be limited to persons who are resident~ of the City. (d) Vacancies caused by death, resignation or otherwise on the Cor-r-iesion shall be promptly filled by the City C~uncil for the unexpired term of office. Attendance: (a) Members of the Commission shall attend at least two-thirds (2/s) of all regularly sched- uled and held meetings within any twelve (12) month period. If any member does not attend such prescribed number of meetings, it shall be grounds for the Comm/ssion to recommend to the City Council that the position be declared vacant and a replacement appointed. Organization: (a) The officers of the Cor~rmss/on shall be a chairperson, a vice chairperson and a secre~u-y. All officers shall be members of the sion. (b) At /he init/al meeting of the Commission and at the first meeting in July of each year, the Cor-~sion shall elect the above identified officers to serve one year terms of office. All officers shall be eligible to serve success/ye terms of office. (1976 Code, § 27-24) Sec. 34.30. Meetings: (a) The Co,~i~sion shall meet not less bimonthly, after four thirty o'clock (4:30) P.M. on a regularly scheduled day. (b) Special meetings may be called by the chairperson or at the written request of three (3) members. (c) All meetings shall be called and hekl in conformance with the Iowa Open Meetings Law. (d) A copy of the minutes of all regular and special meetings of the Commission shall he filed w/th the City Council within ten (10) worldng days after each such meeting.
