City Engineer Gus Psihoyos is recommending acceptance of the public improvement
contract for the North Cascade Road Water Main Extension — Creek Crossing Project,
as completed by McDermott Excavating, in the final contract amount of $207,909.48,
which is 13.3% below the bid amount of $239,886.45 due to some quantities being less
than anticipated.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The attached resolution provides for the acceptance of the Public Improvement Contract
for the North Cascade Road Water Main Extension - Creek Crossing Project.
BACKGROUND
With the reconstruction of North Cascade Road and the future extension of City water
service to the Southwest Arterial corridor, the City has developed a phased approach
for extending water main to support future growth and expansion. To support this plan,
the City is completing new water main extensions along North Cascade Road.
DISCUSSION
The City has water main along North Cascade Road to Tyra Lane, which is east of the
Southfork Catfish Creek. The current phase provides for the extension of approximately
700 linear feet of 12-inch water main from Tyra Lane, under the Southfork Catfish
Creek, and to a point approximately 100-feet southwest of the creek.
With the water main creek crossing complete, a 12-inch water main has been extended
with the North Cascade Road reconstruction project, connecting the water main from
the Southfork Catfish Creek to Edval Lane. With this water main extension, Creekwood
Drive (Timber Hyrst Subdivision) was connected providing a critical distribution loop to
be completed. A future water main extension project will be from Edval Lane to the
Southwest Arterial North Cascade / English Mill interchange area as part of the next
phase of the North Cascade Road Reconstruction which will position the water main
system to support future expansion and growth towards the Southwest Arterial corridor.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $207,909.48 to McDermott Excavating for the North Cascade
Road Water Main Extension - Creek Crossing Project. The final contract amount is
13.3% below the bid amount of $239,886.45 due to some quantities being less than
anticipated.

Extension - Creek Crossing Project.

RESOLUTION NO. 349-20
ACCEPTING THE NORTH CASCADE ROAD WATER MAIN EXTENSION - CREEK
CROSSING PROJECT AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the North Cascade Road Water Main
Extension - Creek Crossing Project, (the Project) has been completed by the Contractor,
McDermott Excavating (Contractor), the City Engineer has examined the work and
recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $207,909.48;
WHEREAS, the Contractor has previously been paid $197,514.01, leaving a balance
of $10,395.47; and
WHEREAS, the City Council finds that the recommendation of the City Engineer should
be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the Project is
hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the balance
of the retainage of $10,395.47 as provided in Iowa Code chapter 573, and to pay such
retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code
chapter 26.13.
