Minutes Five Flags Civic C 4 14PRESENT: Five Flags Commission Meeting April 14, 2003 Rod Bakke, Mike Brannon, Ga~ Dolphin, Cindy Fuller, Ma~ Nauman STAFF PRESENT: Gall McMahon, Gil Spence, Paula Wolfe The Commission meeting convened at 4:32 p.m. in the Manager's Office at Five Flags Center. Chairperson Mark Nauman presided. Cindy Fuller moved to approve the March 18, 2003 Five Flags Commission Minutes, seconded by Rod Bakke. Minutes were approved by all. Manager Wolfe reported that March was a very good, steady month with highly attended events. Attendance at the Home Show was 4,541, and Sub-State Basketball attendance was over 3,000. Strong hockey games, 389th battalion send off, and dog show. Wahlert performed musical "Evita" which was a fabulous show. Staff was involved in strategic planning for the facility as an outcropping of the feasibility study. Staff met five times. Five Flags staff are anticipating and getting ready for the month of April, one of the busiest months this fiscal year. Already held in April were the Trace Adkins concert, Copacabana, City Expo, Marsville, and Heartland Ballet. March financials were reviewed. Revenue was down compared to March 2002, however some of the business that was last year in March, was happened in February and April in 2003. Non-revenue report showed it was a slower month for city meetings. Concessions were very strong in March. March financials were reviewed. Concessions sales have been very good. The commission discussed the Five Flags budget hearing~vith the City Council. Gil Spence distributed a document developed by the Five Flags staff during five work sessions with Jim Healy of KSF Associates. The document included the Five Flags mission statement developed by the staff, operating culture statement, key result areas with belief statements, and cdtical objectives. Old Business. The commission continued its review of the Five Flags Center User Policies and Procedures Manual that began at the February meeting. After completing review of the manual, Gary Dolphin moved to approve the manual. It was seconded by Rod Bakke and approved by all. New Business. The commission reviewed the Five Flags Feasibility Study in preparation for a June work session with the City Council.
