Minutes Park & Rec 6 10 03PRESENT: ABSENT OTHERS: MINUTES APPROVED; VOTE: CHANGE DESIGNATED SMOKING AREA IN SNACK BAR; VOTE: PARK AND RECREATION COMMISSION MEETING Tuesday, June 10, 2003 4:30 p.m., Snack Bar, Bunker Hill Golf Course Tom Blocklinger, Kim Daykin, Paul Hoffmann, Gary Harjehausen, Karen Lyness and Tom Schrobilgen Chuck Duggan Staff present: Gil Spence, Pat Prevenas, John Hail and Eileen Tdmble It was moved by Hoffmann, seconded by Schrobilgen, to approve the minutes of the May 6, meeting. The motion passed unanimously. Commissioners received a copy of a petition from golfers, requesting that the actual bar area in the snack bar be designated as a smoking area. They agree that there should be a non-smoking area, but request that it be moved to the newer area of the building. Commissioner Harjehausen commented that the idea was to have a section where people could walk through and order food and use the rest rooms without having to walk through a smoking area. It was moved by Schrobilgen, seconded b_y Hoffmann, to change the non- smokin.q area to the newer section of the clubhouse and have the designated smoking area in the older section where the bar is located. The motion passed unanimously. APPROVE RECREATION DIVISION BUDGET DECISION PACKAGES; VOTE: Leisure Services Manager Gil Spence explained that the Recreation Division had to come up with approximately $40,000 in cuts or a combination of fee increases/cuts for the City Manager to evaluate. Items being proposed to the Manager include: · use CDBG funds to cover the 1/2 price swim passes; · increase administrative overhead in golf, which would generate less money for development fund; · eliminate ice rink warming houses; no supervisor at the warming houses; · increase play lot and tot lot fees by $8 - high demand programs; increase should not decrease attendance; · raise after school sports fees from $10 to $15; · increase youth sports fees It was moved by Hoffmann, seconded by Hariehausen, to approve Recreation Division decision packages a..~s proposed by staff. The motion passed unanimously. APPROVE PARK DIVISION BUDGET DECISION PACKAGES; VOTE: Park Division had to come up with approximately $170,631 in cuts or a combination of fee increases/cuts for the City Manager to evaluate. Items being proposed to the Manager include: · increasing camping and electric fees; · increase pavilion fees 15%; · eliminate weekend overtime for full time employees, so work day would have to be rescheduled for one employee; · eliminate one maintenance worker, which means maintenance of Main and 8th Streets would go back to properbj owners; tables and chairs would have to be cleaned by property owners or removed; leased areas of Marshall Park would June 10, 2003 meeting page two revert back to Arboretum Association for mowing (currently required in lease, but we have continued to help the organization out by mowing); we would not be able to help Operations and Maintenance Department with snow removal; · eliminate one full time park ranger, which means there would be reduced presence of sworn officer in parks; after park season ends, ranger would not be available to help tree crew; no ice rink flooding; snow removal at ramps would take longer; · eliminate second maintenance worker - worker would be shared, which means less trimming would be able to get done; repairs would take longer; would not be able to haul tables for various organizations to rent; number of tables made and repaired would be less; rest moms would be cleaned less often; we would have to be more selective on vacations. Manager Spenca said we couldn't do the current level of service with three less people. You will see longer grass in parks, et cetera. Commissioner Schmbilgen asked about getting volunteers to help. Mr. Spence said we would try to get people to adopt areas. Mr. Schrobilgen also asked about "no mow" areas in the parks to reduce maintenance - Mr. Spence said we could look at that option. It was moved bv Daykin, seconded bv Blocklinger, to approve Park pivision decision packages as proposed b_y staff. The motion passed unanimously. PARK DIVISION REPORT: Park Division Manager John Hail shared the following: · had to replace some of the plants on Grandview Avenue; · Flora rest mom is almost complete - still need landscaping; · Jack Jenney Jazz Festival is at Eagle Point this weekend; · Miller-Rivervlew Park was open for the season then had to close because of the river; open again now for some areas. RECREATION DIVISION REPORT: Recreation Division Manager Pat Prevenas shared the following: · pools opened Memorial Day weekend - not good weather; · summer programs started Monday, June 9th; · May golf rounds are up 3% over May 2002; all revenues in golf are above May 2002.
