WHEREAS, Jack Frick started volunteering for the Dubuque Arboretum Association at the Dubuque
Arboretum and Botanical Gardens member 40 years ago at its inception; and
WHEREAS, Jack Frick has served tirelessly as the fourth Board President of the Dubuque Arboretum
Association for the last twenty years; and
WHEREAS, Wylie Bledsoe started volunteering fifteen years ago and eventually became Board Vice
President, creating a dynamic duo of leadership for the organization; and
WHEREAS, both Jack and Wylie annually volunteered over 40 hours a week to the Arboretum, serving
as leaders, fundraisers, gardeners, problem solvers, and a variety of other roles during
their "retirement"; and
WHEREAS, under Jack and Wylie's leadership the Dubuque Arboretum and Botanical Gardens
increased their membership, number of volunteers, number of visitors, number of acres
and the types of gardens, trees, and shrub collections we see today; and
WHEREAS, Jack and Wylie have looked to the future and are transitioning leadership to a new Board
President and Vice President as of April 1, 2021 , leaving the Dubuque Arboretum and
Botanical Gardens in the hands of capable leadership.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF OF
THE CITY COUNCIL, STAFF AND THE CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM THE
TWENTY FIRST DAY OF DECEMBER 2020 AS:
"JACK FRICK AND WYLIE BLEDSOE DAY"
IN THE CITY OF DUBUQUE, IOWA AND URGE ALL CITIZENS TO TAKE PART IN RECOGNIZING
AND HONORING THE MANY CONTRIBUTIONS THAT JACK FRICK AND WILEY BLEDSOE HAVE
MADE TO OUR COMMUNITY THROUGH THEIR VOLUNTEER WORK AND LEADERSHIP AT THE
DUBUQUE ARBORETUM AND BOTANICAL GARDENS.
