AmeriCorps Program

INTRODUCTION
The purpose of this memo is to provide notification of the award of funds from the
Nonprofit Recovery Fund Grant from the lowa Economic Development Authority to the
City of Dubuque AmeriCorps Program and provide documentation of the signed
agreement between the two entities.
BACKGROUND
On December 16, 2020, Volunteer lowa notified the AmeriCorps Director, Heather
Satterly, that the lowa Economic Authority would be awarding all AmeriCorps Programs
in lowa with $10,000 in CARES Act (CDFA #21.019) funds to use towards COVID-19
recovery if they had eligible expenses. The agreement needed to be signed prior to the
end of December 2020.
DISCUSSION
In order to support COVID-19 Recovery work, funding from the CARES Act in lowa was
allocated to AmeriCorps programs. The City of Dubuque AmeriCorps program was
eligible to receive $10,000.
Guidance on uses/timing of funds is being updated regularly and will continue to be
shared as more is learned. The understanding at this time is that any expenses dating
back to March 1 are eligible that were necessary to carry out work in COVID
environment both in increased demand caused by COVID or loss of revenue due to
COVID or increased expenses as a result.

All funds received must be expended by December 31 St, 2020. As of right now, it is not
anticipated that any reporting will be required, however the program will need to track
funds are spent in the event that we are audited. The program will use this funding
towards the iPads that were purchased in May 2020 to move the tutoring program into a
virtual space. These expenses were shared with ICVS to make sure they were eligible
for this award and it was determined that they were.
With the quick turnaround required, the agreement needed to be signed within five days
of receipt thus on December 18, two short days after notice from the state you
authorized and signed the agreement for accepting the award of$10,000. AmeriCorps
Director Heather Satterly will do the follow-up to request the funds once ICVS releases
the paperwork for that step.
BUDGETIMPACT
This award provides the AmeriCorps Program with $10,000 in CARES Act funding that
will be allocated to the purchase of AmeriCorps Member iPads previously purchased in
May 2020.
RECOMMENDATION
This memorandum is for informational purposes only and to provide a copy of the
completed program grant agreement.

Congratulations! I am pleased to inform you that the lowa Economic Development Authority intends to
award City of Dubuque ("Recipient") a Nonprofit Recovery Fund grant in the amount of$10000 for your
COVID-19 response and recovery work.This grant award will be administered by the lowa Economic
Development Authority as part of the Small Business Grant Program.The source of this federal funding
is the CARES Act, CDFA#21.019.
This award is subject to the execution of signed acceptance of terms and certifications below. The IEDA
reserves the right to rescind the award if terms and certifications are not executed or adhered to.
Please have a legally responsible official sign and return this document electronically within 5 days of
receipt. Signing this document will constitute certification of and acceptance of the award and all terms ,
and conditions presented. Failure to return the agreement may be cause for IEDA to award funds to
alternate organizations.
City of Dubuque in signing, agrees to abide by the following terms, conditions and certifications ',
Recipient shall comply in all material respects with the requirements of all applicable federal, j
state and local laws, rules, regulations and orders.
Recipient serves the state of lowa and its residents without discrimination based on race, '
religion, gender, age, disability, national origin or sexual orientation. '
Recipient experienced loss of income and/or increased expenses due to the COVID-19
pandemic. Any funds received shall be used for short-term cash flow assistance to continue
operations, provide increased services and supports, and/or to reopen the nonprofit following
the COVID-19 pandemic. Funds received will not be used for:
• Paying debts incurred prior to March 1, 2020
• Political campaigns or lobbying activities '
• Projects that exclusively serve religious purposes �
• Endowmentfunds
• Expenses related to programs and services provided outside of lowa
These funds will not duplicate other funds and Federal funds that have been received, including
but not limited to the Paycheck Protection Program.
