INTRODUCTION
The purpose of this memorandum is to share the funding award from the lowa Arts and
Culture Emergency Relief Fund — Nonprofit Organization, Live Music and Government
Owned Venues for Five Flags Civic Center Theater.
DISCUSSION
Governor Kim Reynold allocated $7 million of federal Coronavirus Aid, Relief and
Economic Security (CARES) Act funding to the lowa Department of Cultural Affairs on
December 1, 2020. The purpose of the funding was to provide economic relief to lowa's
arts and culture industry. The funding is being administer by the lowa Arts Council, on
behalf of the lowa Department of Cultural Affairs through the lowa Arts and Culture
Emergency Relief Fund.
lowa's arts and culture industry has experienced significant and ongoing impacts from
the COVID-19 pandemic. Live music venues like Five Flags Civic Center are all in
urgent need of financial assistance to sustain operations, preserve jobs, and offset
revenue losses and necessary expenses incurred in the course of responding to the
public health emergency. Five Flags was an eligible lowa arts and culture organization
whose normal operations were interrupted due to the pandemic.
ASM Global staff prepared the application (attached). The application was specific to
the theater operations as that was eligible for funding. Applications were due December
11, 2020. The eligible costs for the grant request that were included as a part of the
application were in the amount of$273,342. The grant awards were announced, and
the Five Flags Theater received $58,000 for PPE and COVID related expenses.

The Five Flags Theater hosts many local, regional, and national touring shows, primarily music
artists. In addition the Five Flags Theater is the host venue to the Dubuque Symphony
Orchestra, Fly by Night Theater Company, Rising Star Community Theater Company, and
Dubuque Youth Symphony. In 2019 (the last complete year) the theater was occupied 179 days
with rehearsals or performances (event days) and 98 performance days including:

Explain how the COVID-19 pandemic and public health emergency have impacted the
applicanYs operations and services, and how these impacts are directly tied to financial need.

The COVID-19 pandemic brought an abrupt halt to all programming in the Five Flags Theater
starting March 14. All community theater, Dubuque Symphony Orchestra, Fly by Night Theater
and 40 other ticketed events were immediately cancelled as these were time sensitive events
that could not be re-scheduled. Several rental ticketed events were postponed until fall of 2020
then eventually cancelled
Of the eleven full time staff, six were placed on full furlough beginning in April 2020. The
remaining five were, and still are on a rotational furlough based on building safety and
maintenance and the limited programming since the July 1 relaxation of Governor Kim
Reynolds' venue closure proclamation.
Due to the age of the facility, a very detailed COV�D Mitigation plan was written with emphasis
on employee safety, re-opening, post-COVID marketing, and patron and performer safety.
Currently the capacity of the theater is limited to 300 patrons, severely limiting the scope of
profitable programming available to us. The Dubuque Symphony and Fly by Night Theater
have moved to virtual performances with no audience members, severely limiting rental and
ancillary income to the theater while still maintaining overhead expenses.
Our realized lost revenue in the theater from March-December due to already cancelled events
is $356,216.82 and we have ticket refunds in the amount of$24,707.60. Our total realized
event net loss due to COVID-19 is $122,245.84.
