INTRODUCTION
The enclosed resolution is in reference to the public hearing for the Asbury Road Fiber
Optic Collaboration — Phase 2 Project. The improvements are funded with a collaboration
with Alliant Energy and the City of Dubuque.
BACKGROUND
In 2016 the City of Dubuque undertook its Broadband Acceleration Initiative. The Initiative
focuses on public/private collaborations and includes a comprehensive strategy to reduce
the cost and time required for broadband expansions in Dubuque. One effort within that
strategy is the use of "Master Agreements", where an overall legal, structural, and
financial relationship is established between the City and broadband providers and
approved by City Council. Project Statements carried out pursuant to that Master
Agreement can then be quickly considered and approved.
In late 2018 the City was made aware of a pending project by Interstate Power and Light
(IPL) and Alliant Energy to link all the utility's generation, distribution and office facilities
in lowa and Wisconsin via dedicated broadband fiber. Teams from the utility and the City
met and worked over the subsequent year to determine (a) how IPL could best deal with
the geographic challenges of Dubuque and the crossing of the Mississippi via
the lowa/Wisconsin Bridge; and (b) how this new fiber build could assist the City in its
broadband acceleration efforts. It was determined that both outcomes could be
accomplished by a "joint build" which the teams then set about designing.
This project will address phase 2 of the required work on Asbury Road as part of the
Alliant Master Service agreement approved by the City Council on April 6, 2020. Phase
2 of the required work will install fiber optic conduit and associated handholes and vaults
along Asbury Road from JFK Road to the eastern city limits of Asbury, IA.
DISCUSSION
This project will be phase 2 improvements for installation of fiber optic conduits and
associated handholes and vaults along Asbury Road from JFK Road to the eastern city
limits of the City of Asbury. This work will have a base bid and 2 alternates. The base bid
work will install two 1-1/4 HDPE conduits, handholes and vaults for Alliant Energy. This
base bid work will be wholly funded by Alliant.
Bid Alternate 1 is to furnish and install one 7-way future path conduit and one 2" HDPE
conduit for the City. These conduits would be bored and pulled in at the same time as the
Alliant conduits to save money and preserve right of way. City handholes and vaults would
be installed with this alternate. This would be an ADD Alternate where the bidder would
add a cost per lineal foot for these additional conduits. This additional work will be funded
with city fiber funds.
Bid Alternate 2 is to furnish and install one 2" HDPE conduit for the city. This conduit
would be bored and pulled in at the same time as the Base Bid and Alternate Bid 1
conduits. This would be an ADD Alternate where the bidder would add a cost per lineal
foot for this additional conduit. This additional work will be funded with city fiber funds.
The total length of the corridor is 7800 LF for the Alliant conduits and 6800 LF for the city
conduits.
PUBLIC ENGAGEMENT
The Engineering staff have developed door hangers for the contractor to place on abutting
properties affected by the project. Engineering will work with Public Information Office
staff to add information to the city website and social media to describe the upcoming
work.

RECOMMENDATION
I recommend that the City Council approve the plans, specifications, form of contract and
estimated cost for the Asbury Road Fiber Optic Collaboration — Phase 2 Project through
the adoption of the enclosed resolution.

NOTICE IS HEREBY GIVEN: The City Council of the City of
Dubuque, Iowa will hold a public hearing on the proposed
plans, specifications, form of contract, and estimated cost
for the Asbury Road Fiber Optic Collaboration Phase 2
Project, in accordance with the provisions of Chapter 26, Code
of Iowa at 6:30 p.m. on the 4th day of January 2021, in the
Historic Federal Building Council Chambers (and/or by virtual
means), 350 West 6th Street, Dubuque, Iowa. Said proposed
plans, specifications, form of contract, and estimated cost
are now on file in the office of the City Clerk. At said
hearing any interested person may appear and file objections
thereto.
