Planning Services Manager Wally Wernimont requests City Council approval for the
Mayor to execute the Calendar Year 2020 Certified Local Government (CLG) Annual
Report. Under the CLG agreement with the State, the Historic Preservation
Commission is responsible for submitting an annual report that summarizes the City of
Dubuque's historic preservation work and accomplishments.

Introduction
This memorandum transmits the Calendar Year 2020 Certified Local Government
(CLG) Annual Report for the City Council's review, and the Mayor's signature.
Backqround
The CLG annual report is a form submitted by all lowa CLGs to the State Historical
Society of lowa (SHSI). Under the CLG agreement with the State, the Historic
Preservation Commission is responsible for submitting an annual report that
summarizes the City of Dubuque's historic preservation work and accomplishments.
Discussion
City Planning Services Staff and Historic Preservation Commissioners attended
numerous trainings throughout the region, which speaks highly of the City of Dubuque's
commitment to preservation and sustainability. In addition, this year we co-hosted the
statewide preservation conference Preserve lowa Summit, which was held virtually.
Recommendation
The report is submitted for the City Council to review and authorize the Mayor to sign.
Please have the Mayor sign and date the last page of the report and return it to me. No
additional action is required. Planning Services Staff will forward the signed copy of the
2020 CLG Annual Report and supporting documents to the SHSI.

Under the CLGAgreement with the State, local governments and their historic
preservation commissions are responsib/e for submitting an annual report
documenting the commission's preservation work and that they have met the
requirements of the CLG program.
This annual report is also an important tool for your commission to evaluate its own
performance and to plan for the coming year.

1) 1448 Jackson Street- No ISIF available - Demolition
This was a contributing building in the Washington Neighborhood Historic District. The
requested was granted under the Economic Non-Viability section of our code.
2) 1025 Bluff Street- ISIF #31-00870 - Emergency/Hazard Removal (demolished)
This structure was removed after years of seeking options for saving. See update attached
in Supplemental Material.
3)459 Loras Boulevard - ISIF #31-02099 - Explosion of entire structure during gas leak.
The gas leak fire and the explosion of 459 Loras Boulevard, and subsequent fire, damaged
mostly windows and doors of about 30 surrounding buildings. See update attached in
Supplemental Material.
4) 1672 Central Avenue- ISIF#31-01068 - Demolition (obscuring beyond recognition)
This small marble shop at the rear of the property has not been considered contributing in
multiple surveys. The main storefront was demolished in 2008 and the marble shop was
severely altered at that time. This year, the owner requested a demolition permit in order to
build around the structure, severely obscuring it from view.

The staff continues to provide services to the public, other city departments, and with
Section 106 submittal. In addition to those services, staff stepped in to assist in the
September 28th explosion in the West 11th Street Historic District, working with other
departments to assist residents and building owners in an emergency.

We co-hosted the Preserve lowa Summit, and although it didn't take place in Dubuque, it
was still planned with our staff assistance. Our staff and HPC members presented and
served as moderators.
We partnered with our County Historical Society and Main Street Program to present
awards, including the Dubuque HPC Ken KringleAwards with a virtual format, educating the
public and honoring property owners for their work.

Are there any particular issues, challenges, and/or successes your preservation
commission has encountered or accomplished this year?
The explosion on Loras Boulevard was a loss for our community. Please see the
Supplemental Material on this issue to understand how we reacted as a City to help owners
and residents obtain safety and receive help in repairing their historic buildings.
COVID-19 impacted our ability to hold training and awards. We pivoted with the SHPO to
modify our format for the Preserve lowa Summit and our local preservation awards.

We continued partnership with the SHPO to put on the Preserve lowa Summit and
partnership with Dubuque Main Street and the Dubuque County Historical Society for the
preservation awards. We started conversations with the non-profit Heritage Works for how
the City and organization can work together cooperatively in their separate roles.

CLG Standards found in CLG Agreement and National Historic Preservation Act:
1) The CLG will organize and maintain a historic preservation commission, which must meet at
least three (3) times per year.
2) The commission will be composed of community members with a demonstrated positive
interest in historic preservation, or closely related fields, to the extent available in the community.
3) The commission will comply with lowa Code Chapter 21 (open meetings) in its operations.
4) Commission members will participate in state-sponsored or state-approved historic
preservation training activities.

March's meeting was held in a hybrid format and all proceeding meetings were held virtually
only.

budget?
Our calendar year budgeted amount is $6,620, however, early on in the year, funds were
frozen due to larger budget issues as a result of COVID-19. We anticipate there will
continue to be an impact in the near term.

courthouse (for county commissions).

to accomplish much of what you set out to do? If not, what would help you fulfill this next
year's work plan?
We completed the following special projects: Four Mounds Preservation Plan and co-
hosting the Preserve lowa Summit. We finished substantial completion on the Eagle Point
Park Continued Phase I Archaeological Survey.All three projects were supported in part
through the CLG Grant program.
Our partnership with the ISU class to undertake a survey of the Montrose Neighborhood was
not successful due to impediments on ISUs part. It remains on our list.
Some education and outreach activities were modified due to the effects of the Pandemic.

should include the project(s), initiatives and programs you plan to begin or complete.
