It is the policy of the City of Dubuque that the applicant may be required to notify and obtain support from impacted affected property owners, residents, tenants, and businesses before the City Council grants a change in a street name. There are no such affected parties, as there are no lots addressed off Flexsteel Way. In addition, the Flexsteel manufacturing facility has been purchased by Simmons and the road will provide access to the Simmons manufacturing facility. Van Milligen, City Manager FROM: Wall Wernimont, Plannin Services Mana erV'" Y 9 J SUBJECT: Renaming Flexsteel Way to Simmons Way DATE: January 25, 2021 INTRODUCTION This memo transmits the renaming of Flexsteel Way to Simmons Way as part of a development agreement for Simmons purchasing the former Flexsteel Manufacturing facility located in the Dubuque Industrial Center South Industrial Park. Enclosed are location maps and a resolution supporting this request. DISCUSSION Changing the names of streets in the City of Dubuque requires approval of a resolution or adoption of an ordinance by the City Council. There are several initial steps that the applicant must take prior to submitting a request for changing a street name. Historical Significance The City Council wants historically used street names to be retained when possible. Therefore, the City requires that the existing street name be research for any historical significance. In February 2014, as part of City Council's approval of the Final Plat for Dubuque Industrial Center South First Addition, the street was named Partners Lane. On March 5, 2018, with a written request from Flexsteel as part of construction of the new Flexsteel manufacturing facility, Flexsteel Way was renamed from Partners Road by City Council Resolution 56-18. The street is relatively new and has been named Flexsteel Way for almost three years. With the short amount of time, there is no historical significance associated with street named as Flexsteel Way. Review by Emergency Services Dubuque County and City of Dubuque emergency services seek to avoid duplication of similar sounding names, and to ensure that the street name is used easily during an emergency. These agencies must review and provide a recommendation on a proposed street name change prior to City Council action on the request. This review has been completed, and there are no concerns with the proposed renaming. 1 Notification It is the policy of the City of Dubuque that the applicant may be required to notify and obtain support from impacted affected property owners, residents, tenants, and businesses before the City Council grants a change in a street name. There are no such affected parties, as there are no lots addressed off Flexsteel Way. In addition, the Flexsteel manufacturing facility has been purchased by Simmons and the road will provide access to the Simmons manufacturing facility. If the City Council changes the name of a street shown on an official plat, notice of the change must note the name or designation of each official plat affected and must then be filed with the Dubuque County Recorder, Auditor, and City Assessor. It is the policy of the City of Dubuque that notification of a street name change also is provided to the U.S. Postal Service, utility companies, and Dubuque County and City of Dubuque emergency services. RECOMMENDATION Planning Services staff recommends City Council approval of the enclosed resolution supporting the request to rename Flexsteel Way to Simmons Way.
