This written report constitutes your claim against the City of Dubuque, Iowa. You should complete this form in full and

the appropriate department for investigation and to the City Attorneys Office. Once that investigation is completed, a

7. On 4 -25 -10 at 12:38 a.m. police responded to a complaint of loud noise and people at 529 Pickett St.
they brought a search warrant for 529 Pickett st as well. They proceeded to arrest a few people out
front and question some others. They called our home phone and left a message that they were going to
kick in the door at 529 Pickett st. if I did not call them back quickly.
They then knocked on the door of 549 Pickett st. when no one answered they forced their way in
(illegally). They proceeded to kick in the bedroom doors, doors that were locked with standard bed and
bath locks that can be opened without kicking. They also damaged several closet doors. They also
proceeded to (illegally) search the house and the belongings of the individuals who lived at the address
all of which were not home.
12. The doors and handles of 9 doors were destroyed. The frames of 3 doors were also damaged.

16. The officers executed a search warrant for the address of 529 Pickett and busted into 549 Pickett.
According the warrant they had no right to enter 549 Pickett. Furthermore the manner in which the
operation was conducted was far too aggressive. Guns were drawn, there was screaming and yelling, a
tenant in another part of the building had to be taken to the hospital for a panic attack. There was no
need to kick in interior doors at this apartment when they could have been picked and opened in mere
seconds. The Police were too aggressive and did not concern themselves and we believe the damage
may have been deliberate.
