Chief of Police Mark Dalsing is recommending City Council approval for the City of
Dubuque to submit a 2010 Justice Assistance Grant (JAG) application for $85,521 from
the Edward Byrne Memorial Assistance Grant program. No local match is required.
The Dubuque Police Department would be the fiscal agent for the JAG grant funds, with
joint funds to be used to support law enforcement operations in Dubuque County.
There are thirteen key components:

INTRODUCTION:
Date: May 25, 2010
The purpose of this memorandum is to request City Council consideration for the
approval of the 2010 Justice Assistance Grant (JAG) application. The grant is for
$85,521 and requires no cash match. The Dubuque Police Department is the fiscal
agent for the JAG grant funds, with joint funds to be used to support Dubuque County
law enforcement operations. As part of the application process, a Memorandum of
Understanding will be completed by the Dubuque Police Department and Dubuque
County Sheriff's office. The grant period is four years.
BACKGROUND:
For the past years, the police department has participated with the Edward Byrne
Memorial Justice Assistance Grant allowing the department to obtain overtime funds,
equipment, and supplies for various prevention and enforcement activities. Again this
year, the 2010 Edward Byrne Memorial Justice Assistance Grant (JAG) Program
provides federal criminal justice funding to state and local jurisdictions. JAG funds
support all components of the criminal justice system, from multijurisdictional drug and
gang task forces to crime prevention and domestic violence programs, courts,
corrections, treatment, and justice information sharing initiatives.
The purpose of the Edward Byrne Memorial Justice Assistance Grant is to assist local
units of government with grant funds for local initiatives, technical assistance, training,
personnel, equipment, supplies, contractual support, and information systems for
criminal justice for any one or more of the following purpose areas:
• Law Enforcement Programs
• Prosecution and Court Programs
• Prevention and Education Programs
• Corrections and Community Corrections Programs
• Drug Treatment and Enforcement Programs
• Planning, Evaluation, and Technology Improvement Programs
• Crime Victim and Witness Programs (other than compensation)
Agency allocations are based on a JAG formula and involved agencies have been
notified of their potential allocations. The Dubuque Police Department is eligible for
$74,514 and the Dubuque County Sheriffs Office is eligible for $11,007. Agencies are
then requested to outline their intentions for the funds. Agencies must submit
application materials outlining their intentions for the funds and will then be notified of
the results.
DISCUSSION:
In consideration of the purpose areas, the Dubuque Police 2010 Justice Assistance
Grant application requests funds for thirteen key law enforcement components:
A) Tactical Response (Police) - Providing funds for special equipment and clothing
related to Special Weapons Tactical response for barricaded subjects, hostage
situations, and critical incident response to industry, business and school situations.
B) Citizen Police Academy (Police) - Providing overtime funds for instructors and
funds for supplies and materials for the 13 -week instruction.
C) Explorer Post (Police) — Providing overtime funds for instructors and funds for
supplies and materials for a 12 month Law Enforcement Explorer Post
D) Crime Prevention Materials (Police) — Printing and production of child fingerprint &
DNA kits for parents, as well as other promotional materials
E) Mobile Field Force Team Equipment (Police) — Providing Funds for special
equipment and clothing related to crowd control and riot suppression situations
F) Investigative Equipment (Police) — Providing funds for lighting, and audio
recording equipment for investigations
G) Undercover /Plain Clothes Weapons (Police) — Provides funds for the purchase of
smaller framed handguns for undercover and plain clothes field operations
H) Honor Guard (Police) — provides funding for Honor Guard uniforms and supplies for
a team of officers to provide Police Honor Guard services at wakes, funerals and
other formal police functions
1) Water Rescue and Recovery (Police) — Providing funds to initiate a water rescue
and recovery team for water based incidents
J) Territory Accountability Design (TAD) and Narcotics (Police) — Provides funds
for quarterly TAD special projects aimed at crime reduction in targeted areas
established by statistical analysis
K) Mobile Remote Sensor System (Sheriff) — Provides funds for a mobile alarms
system that can be placed in businesses or residence identified as at risk
L) Standard and Surveillance Cameras (Sheriff) — Provides funds for digital
recording equipment to be used both in surveillance and other investigations
M) Undercover/PIain Clothes Weapons (Sheriff) — Provides funds for the purchase of
smaller framed handguns for undercover and plain clothes field operations
Attached is the written grant application narrative and budget information detailing the
above thirteen components.
RECOMMENDATION:
The 2010 Justice Assistance Grant provides the Police Department and Sheriffs Office
with funds to support the thirteen listed law enforcement initiatives. I recommend City
Council consideration to approve the 2010 Justice Assistance Grant application and
submit the application by the due date of June 30, 2010 in the amount of $85,521.

SUMMARY:
The City of Dubuque and Dubuque County 2010 Law Enforcement, Prevention,

Each annual report will include data collection for each component.
A) Police Tactical Response: Data will include the number of Special Weapons
Team purchases of special equipment related to specialized training and rapid
response.
B) Citizen Police Academy: Data will include the number of overtime hours as well
as disbursement of funds on supplies.
C) Explorer Post: Data will include the number of overtime hours as well as
disbursement of funds on supplies.
D) Crime Prevention Materials: Data will include disbursement of funds on supplies
as well as community events attended by the Dubuque Police Department in
which supplies were made available to the community
E) Mobile Field Force - Data will include related training and officer activity, as well
as the disbursement of funds for the purchase of special equipment related to
crowd and riot suppression.
F) Investigative Equipment - Data will include the disbursement of funds for the
purchase of lighting and audio recording equipment, as well as department
usage of purchased equipment.
G) Undercover/Plain Clothes Weapons — Data will include the disbursement of
funds for the purchase weapons and related equipment, as well as related
officer activity
H) Honor Guard - Data will include the disbursement of funds for the purchase of
uniforms and accessories, as well as any formal police functions for which Honor
Guard was requested.
I) Water Rescue and Recovery - Data will include the disbursement of funds for the
purchase of special equipment and training related to water recovery & rescue
J) Territory Accountability Design (TAD) and Narcotics: Data will include the
number of overtime hours dedicated to TAD and narcotics special projects
K) Mobile Remote Sensor System — Data will include the disbursement of funds for
the purchase of an alarm system, and related investigative uses
L) Standard and Surveillance Cameras -- Data will include the disbursement of
funds for the purchase video, static and infrared systems, as well as related
investigative uses.
M) Undercover/Plain Clothes Weapons — Data will include the disbursement of
funds for the purchase weapons and related equipment, as well as related
investigative uses.

PROBLEM STATEMENT /NEEDS ASSESSMENT:
A) Police Tactical Response - Providing funds for special equipment and clothing
related to Special Weapons Tactical response for barricaded subjects,
hostage situations, and critical incident response to industry, business and
school situations.
The City of Dubuque has a tactical response team comprised of patrol and investigative
officers trained in tactical response. As this team grows, grant funding allows the
addition of specialized equipment and clothing for this team as well as replacement of
outdated and expired materials.
B) Citizen Police Academy - Providing overtime funds for instructors and funds
for supplies and materials for the 13 -week instruction.
Prevention activities include an annual Citizen's Police Academy (CPA) for citizens to
experience a 13 -week program of how police operations function. The grant funds class
supplies and materials along with overtime funds for instructors.
C) Explorer Post— Providing overtime funds for instructors and funds for
supplies and materials for a 12 month Law Enforcement Explorer Post
Prevention activities include the initiation of a Law Enforcement Explorer program in
cooperation with the Boy Scouts of America. This program will provide a safe outlet for
youths age 14 to 20. Grant funds will provide overtime for instructors as well as printed
materials and other supplies
D) Crime Prevention Materials — Printing and production of child fingerprint and
DNA kits for parents, as well as other promotional materials
Prevention activities include the production and distribution of child fingerprint and DNA
kits as well as other crime prevention materials and supplies. Grant funding will provide
for the production of these materials.
E) Mobile Field Force Team Equipment — Providing Funds for special equipment
and clothing related to crowd control and riot suppression situations
Preparedness and Tactical activities include the equipping of officers to form a Mobile
Field Force team capable of responding to crowd control issues. Grant funds will
provide the equipment necessary to form a team such as uniforms, nylon belts, holsters
and duty gear, torso and limb protective gear and batons.
F) Investigative Equipment — Providing funds for lighting and audio recording
equipment for investigations
Investigative activities include the purchase of hand held lights for field work in evidence
collection and audio recording devices to capture audio evidence
G) Investigative Equipment— Providing funds for smaller frame weapons for plain
clothes operations as well as other investigative field supplies

Investigative activities include the purchase of smaller framed handgun for plain clothes
operations. Grant funds would provide for the purchase of this equipment.
H) Honor Guard — Provides funding for Honor Guard uniforms and supplies for a
team of officers to provide Police Honor Guard services at wakes, funerals
and other formal police functions
Prevention activities include the use of a formal Honor Guard at public/community
events and for other high profile events and funerals of fallen public servants. Grant
funds would provide for the purchase of uniforms and accessories.
I) Water Rescue and Recovery — Providing funds to initiate a water rescue and
recovery team for water based incidents
Preparedness and investigative activities include the initiation of a water rescue and
recovery team capable of assisting other emergency responders during high water
incidents as well as recovery of submerged evidence related to criminal manners. Grant
funds would provide for equipping and training a team. Intended equipment would
include protective clothing, tanks, communication gear and other items need to water
rescue and recovery.
J) Territory Accountability Design (TAD) and Narcotics — Provides funds for
quarterly TAD special projects aimed at crime reduction in targeted areas
established by statistical analysis
Prevention and investigative activities include the response to specific areas based on
needs determined by statistical analysis as well as intelligence information. Grant funds
would provide overtime for special projects aimed at the problem areas.
K) Mobile Remote Sensor System — Provides funds for a mobile alarms system
that can be placed in businesses or residence identified as at risk
Prevention and investigative activities include the purchase of a Mobile Remote Sensor
System capable of being set up in businesses, residences and area not covered by
alarm systems.
L) Standard and Surveillance Cameras — Provides funds for digital recording
equipment to be used both in surveillance and other investigations
Prevention and investigative activities include the purchase of SLR digital cameras, a
digital video camera, and an outside digital infrared surveillance camera. These items
are intended to capture accurate depictions of evidence.
M) Undercover /Plain Clothes Weapons (Sheriff) — Provides funds for the purchase
of smaller framed handguns for undercover and plain clothes field operations
Investigative activities include the purchase of smaller framed handgun for plain clothes
operations. Grant funds would provide for the partial purchase of this equipment.
