2010 and it has been determined that Gronen Restoration of Dubuque, Iowa, with a bid
in the amount of $224,025.15, is the lowest responsive, responsible bidder for the
deconstruction of the buildings in Bid Groups 1, 2, 4, 6, 12, and 13 (the Project); and
Whereas, Bid Groups 1, 2, 4, 6, 12, and 13 include the following properties all in
the City of Dubuque, Iowa: 1552 Maple Street; 1570 Maple Street; 1576 Maple Street;
1924 Kniest Street; 2006 Kniest Street; 505 Rhomberg Avenue; 507 Rhomberg Avenue;

Over the past few years the City has been acquiring the property necessary to make
way for the Bee Branch Creek Restoration Project. Many of these properties have
buildings that must be removed before construction can start on the stormwater
management improvement project.
The Deconstruction of Buildings for the Bee Branch Creek Restoration Project is for the
deconstruction and removal of 43 buildings. The bid documents separated the building
into 15 individual bid groups. This allowed the opportunity for a small firm to secure a
contract to deconstruct a single building.
Sealed bids were received on May 27, 2010, for the Deconstruction of Buildings for the
Bee Branch Creek Restoration Project. City Engineer Gus Psihoyos recommends
awarding a contract to:
• Gronen Restoration, Inc. in the amount of $224,025.15 for the deconstruction of
15 buildings in Bid Groups 1, 2, 4, 6, 12 and 13;
• Tschiggfrie Excavating in the amount of $402,060.00 for the deconstruction of 24
buildings in Bid Groups 3, 5, 8, 9, 10, 11, 14 and 15; and
• Ted Stackis Construction in the amount of $60,000 for the deconstruction of 4
buildings in Bid Group 7.
Gronen Restoration has provided the attached "Bee Branch Creek Deconstruction
Outline," in the hopes that the City Council will decide to award Bid Groups to them
where their price was not the lowest.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The enclosed resolution authorizes the award of the construction contracts for the
Deconstruction of Buildings for the Bee Branch Creek Restoration Project.
BACKGROUND
Over the past few years the City has been acquiring the property necessary to make
way for the Bee Branch Creek Restoration Project. Many of these properties have
buildings that must be removed before construction can start on the stormwater
management improvement project.
On April 22, 2010 the City took bids from parties interested in taking ownership of the
acquired buildings and the responsibility of moving them from the City -owned property.
The City will be accepting a bid for one property.
The Housing Department will be moving two additional houses and garages for reuse in
the neighborhood.
On May 3, 2010 the City Council established the date of the public hearing for May 17,
2010 and authorized the City Clerk to advertise for proposals for the Deconstruction of
Buildings for the Bee Branch Creek Restoration Project.
DISCUSSION
The Deconstruction of Buildings for the Bee Branch Creek Restoration Project is for the
deconstruction of and removal of forty -three (43) buildings. Deconstruction involves the
systematic disassembly of a building in order to maximize the recycling and reuse of the
resulting used building materials. The goal is to divert as much used building materials
from the landfill as reasonably possible. An inventory of each building has been
performed and a diversion level established for each individual building.
The benefits of deconstruction are as follows:
— Makes available used building materials at greatly reduced prices to homeowners,
re- modelers, landlords, and rental management companies;
— Recycles unusable building materials into mulch, aggregate fill, and reusable metal;
— Reduces need for construction and demolition landfill space;
— Saves natural resources and embodied energy contained within the reclaimed
materials;
— Reduces greenhouse gas emission;
— Grows stable jobs in the "green collar" industry; and
— Performs a structure's take -down in a manner that is more environmentally - friendly.
BID RESULTS
The bid documents separated the buildings into fifteen (15) individual bid groups. Of
those, five (5) consisted of only one building. This allowed for a small firm the
opportunity to secure a contract to deconstruct a single building. A bidder could bid on
any combination of the bid groups. They could have bid only one bid group as two
bidders did; they could have placed a bid on multiple bid groups; or they could have bid
all fifteen (15) bid groups. As bid, the City could have awarded up to fifteen separate
contracts for the deconstruction work.
Sealed bids were received on May 27, 2010, for the Deconstruction of Buildings for the
Bee Branch Creek Restoration Project. The bid results are as follows:
Gronen Restoration, Inc of Dubuque, Iowa submitted the low bid for Bid Groups 1, 2,
4, 6, 12, and 13 fora total bid of $224,025.15;
Tschiggfrie Excavating of Dubuque, Iowa submitted the low bid for Bid Groups 3, 5,
8, 9, 10, 11, 14, and 15 fora total bid of $402,060.00; and
— Ted Stackis Construction of Dubuque, Iowa submitted the low bid for Bid Group 7 for
a total bid of $60,000.00.
Gronen Restoration submitted the attached letter on May 28, 2010 describing the
benefits of their deconstruction methods, including the high reuse of materials and the
ability for materials to be reused locally.
RECOMMENDATION
I recommend awarding a contract to:
Gronen Restoration, Inc in the amount of $224,025.15 for the deconstruction of the
buildings in Bid Group(s) 1, 2, 4, 6, 12, and 13;
— Tschiggfrie Excavating in the amount of $402,060.00 for the deconstruction of the
buildings in Bid Group(s) 3, 5, 8, 9, 10, 11, 14, and 15; and

The estimate of probable costs for the Deconstruction of Buildings for the Bee Branch
Creek Restoration Project is as follows:

— Tschiggfrie Excavating in the amount of $402,060.00 for the deconstruction of the
twenty -four (24) buildings in Bid Groups 3, 5, 8, 9, 10, 11, 14, and 15; and

Bee Branch Creek Deconstruction Outline
Gronen Restoration has followed the Bee Branch Restoration Project closely and has a thorough
understanding of the scope of this project. We are committed to seeing this deconstruction project is
completed efficiently while fulfilling our city's mission toward sustainability.
• Project Approach:
➢ Gronen Restoration will deconstruct the buildings within the aggressive timeline using a well -
orchestrated phased approach. We have developed detailed processes to achieve this, including:
• Deconstruction training with The Reuse People of America prior to beginning the work to ensure
that our contractors & employees are fully aware of the entire scope of the project.
• Deconstruction is labor intensive. This will allow us to engage those who are laid off or currently
unemployed. These individuals will also receive valuable training and skills to take with them
after this project is complete.
• Predetermined phased planning for deconstruction with an innovative approach using specialized
crews to systematically remove the houses. Crews will work through each house in a similar way
to complete specific tasks. This will allow us to work on several houses at one time efficiently.
• Implementation of inventory waste and tracking systems to provide measured results on the
economic, community and green impact of the project.
• Complete project oversight and ground level direction with regard to safety will be managed by
Gronen Restoration and TRP.
• Sequencing: Top down approach
➢ Begin by securing exterior, remove obstructions and hazards
➢ Inventory walkthrough to identify all reuse items
➢ Soft strip, remove all fixtures and finishes
➢ Remove all plaster, drywall, non structural walls
➢ Roof removal
➢ Framework demo
➢ Foundation and flatwork removal
➢ Final site cleanup
•• • Safety:
➢ During the project it is our main goal to ensure our staff and the public remain safe all times. We will
have a safety coordinator on staff whose primary task is to monitor safety during the deconstruction
process. All sites will be fenced off when necessary to protect the general public.
• Security:
➢ Security fencing will be in place on jobsites when necessary. Openings will be secured when necessary
to prevent access to structures.
➢ Supervisory staff will establish contact with local authorities and keep them aware of construction
activities throughout the project.
• Project Appearance:
➢ Our company strives to keep control of jobsite organization and cleanliness. Each day the jobsite will
be thoroughly cleaned and maintained. Neighboring properties, streets, and public right of way will be
monitored and kept clear of all trash and debris. We fully believe that well maintained and organized
jobsites promote a safe and successful environment.
• Materials - Reuse, Resale and Recycling:
➢ All salvage materials will be removed carefully, packaged, palletized, and bound. Wood and lumber
will be stacked, bound, and ready for shipment. These materials may be stored temporarily on the site
until a quantity large enough for shipment is gathered.
• Materials such as windows, doors, flooring, cabinets, etc will be removed and immediately taken
to the Green Yard Warehouse to be sold or donated to community organizations or individuals.
➢ Gronen Restoration has well- established relationships and contacts for reuse, resale and recycling.
Additionally we are equipped with the tools, equipment and processes that have proven success in past
projects.
➢ Gronen has secured a 12,000 square foot indoor /outdoor space in close proximity to the Bee Branch
project. This location will serve as the warehouse and retail outlet for materials salvaged from the
project. Deconstructed materials will be taken directly to this location and offered to the public.

Windows, doors, woodwork, trim, flooring, mechanicals, etc will be stored inside and stone, lumber,
brick, and other materials stored outside. It is our intent to lease the space and manage the store for
the duration of the project while working to turn it over to Four Mounds Foundation to act as their
Green Yard reuse store. If at this time they are unable to take this on as a reuse store, we will disperse
the materials to The Reuse People of America warehouse locations in Chicago and Kansas City.
D Recycling will be achieved utilizing source separation of materials. Our project site will host several
containers clearly labeled. Deconstruction waste will be separated by, wood scrap, metal (separated),
solid fill, and commingled. All recycled waste will be tracked to ensure destination meets our
standards. We follow our waste.
• Results
D 60% recycling can be easily achieved without much effort. The average house is 2,000 square foot and
weighs 80 ton. It's foundation will be approximately 40 ton representing 50% diversion. Finishes and
fixtures represent approximately 10 ton, wood and structure is roughly 15 to 25 ton.
D In order to achieve higher recycling one must understand how to remove houses by hand and find
proper homes for all the materials. If done successfully it is common to see 80 -90% recycled. The
process relies on having successful waste streams and recycling connections along with knowledge on
handling materials.
D We manager our waste streams and follow it to confirm it is handled properly.

workforce.

• Experience
D Experience in driven projects.
• Roshek Building Rehabilitation Project, on track for 75% landfill diversion rate. This was done
without removing any foundation; it solely relied on our separating the most difficult portions of
construction waste. Had we deconstructed this building to the ground the diversion rate would
likely have been 98 %.
• 20th Street: Deconstructed a 2 story brick building, top to bottom, including asbestos abatement
within 14 days.
• 20th Street Walgreens Project: 92% landfill diversion.
Gronen Restoration is a well equipped and well versed contractor that understands how to work
with the City resources to ensure that this project adheres to The City of Dubuque Sustainability
initiatives. As a result of this project, each individual we employ or subcontract will have another
sustainable tool to take with them to other community projects.
